The prayer was offered by the Chaplain, Pastor Larry Rorem of the              
Shepherd of the Valley Lutheran Church.  Senator Hoffman moved                 
and asked unanimous consent that the prayer be spread.  Without                
objection, it was so ordered.                                                  
                                                                               
Dear Lord, We give thanks for our state that blesses                          
us with so much beauty and so many resources. We                               
give thanks for the diverse resource of people that                            
call Alaska home. We give thanks for this gathering                            
of senators and support staff. In their leading, may                           
they reflect what best serves the needs of our state                           
and people.                                                                    
                                                                               
As we walk our pathways of life may our diversities                           
bring collective wisdom to our decision making.                                
May we use the diverse resources of land, sea, and                             
people wisely in our efforts to bring about needed                             
changes.                                                                       
                                                                               
Along with these diverse resources are the resources                          
within each of us. Help us to use the realities within                         
our personal lives in ways that are positive and life                          
giving. May our experiences add depth and wisdom                               
to our thinking and our acting. May our exposure to                            
diverse opinions and the flow of ideas not be a

accompanying another eligible resident who is absent for an                    
allowable reason as the spouse, minor dependent, or disabled                   
dependent of the eligible resident, or for any reason consistent with          
an individuals intent to remain a state resident; prohibiting, for             
purposes of permanent fund dividend eligibility, an individual from            
claiming an allowable absence unless the individual was a resident             
for at least six consecutive months immediately before leaving the             
state; making ineligible, for purposes of permanent fund dividend              
eligibility, certain individuals who are absent for more than 180 days         
during each of 10 qualifying years; relating to the definition of state        
resident for purposes of permanent fund dividend eligibility and               
requiring a state resident to have the intent to remain indefinitely;          
relating to the qualifying year and defining that term for purposes of         
the permanent fund dividend program; relating to the eligibility for
