Salvation Army.  Senator Hoffman moved and asked unanimous                     
consent that the prayer be spread.  Without objection, it was so

We praise You this day for who You are, knowing                               
that in the book of Genesis we read that You                                   
created the heavens and the earth and the stars,                               
moon and sun.  And then You created us in Your

citizens of, because there are many places that we                             
could be today that would not allow us the                                     
opportunity to meet in this fashion and have this

and that people count not only to this important                               
Senate body, but people count to You, in the eternal

	"(c)  In addition to the examination required under                          
(a) of this section, a governing board shall require that                      
pupils be measured against state performance standards in                      
the areas of reading, English, and mathematics at the grade                    
levels determined by the state Board of Education.  The                        
department shall provide sample examinations that would                        
measure a pupil's progress toward the competence tested in                     
the examination required under (a) of this section.  A district                
shall use the sample examinations or other measures                            
determined by the department to be comparable and shall be                     
responsible for scoring and reporting results.  Each district                  
shall report its results in its annual report card to the public               
required under AS14.03.120(e) and submit results annually                      
to the department.                                                             
	(d)  A pupil who fails to demonstrate proficiency on                         
district measures required under (c) of this section shall                     
receive remedial instruction in the areas tested.  A district                  
shall develop intervention plans to assist pupils who require

or assessment for stocks of salmon injured as a result of the Exxon            
Valdez oil spill or whose health is of concern, and the assessment             
of spawning and rearing requirements for stocks of salmon injured              
as the result of the Exxon Valdez oil spill or whose health is of              
concern.                                                                       
	(f)  The unappropriated and unobligated balance of income                     
earned on or before June30, 1998, on money in the Exxon Valdez                 
oil spill restoration fund described in (a) of this section that remains       
after deducting the amounts appropriated in (b) - (e) of this section          
is appropriated to the Department of Community and Regional                    
Affairs for payment as grants under AS44.47.050 to unincorporated              
rural communities for purposes of restoring, replacing, or enhancing           
subsistence resources or services or other services damaged or lost
