were absent.

Johnson of the Resurrection Lutheran Church.  Senator Hoffman                  
moved and asked unanimous consent that the prayer be spread.

voices echo our passion, may our hearts beat with                              
compassion for all our people.  Grant us a good                                
measure of Your wisdom as we make difficult

families restored to oneness, and the children given

BE IT ENACTED BY THE LEGISLATURE OF THE STATE                                  
OF ALASKA:                                                                    
   * Section 1.  AS19.65 is amended by adding a new section to               
read:                                                                          
	Sec. 19.65.005.  Director of the Alaska marine                              
highway system.  (a)  The manager and chief executive                         
officer of the Alaska marine highway system is the director.                   
	(b)  A person appointed as director shall have                               
extensive experience in the management of complex                              
maritime transportation systems, in financial management of                    
maritime transportation systems, and in personnel                              
management.  The director shall also have good                                 
communication skills.                                                          
	(c)  The director is in the classified service under                         
AS 39.25.100, notwithstanding AS39.25.120.                                     
   * Sec. 2.  Section 5, ch. 94, SLA 1992, is amended to read:               
	Sec. 5.  AS 36.90.050 is repealed August 30, 2002                        
[1997ß.                                                                        
   * Sec. 3.  Section 1 of this Act takes effect July 1, 1997.               
   * Sec. 4.  Section 2 of this Act takes effect immediately under           
AS 01.10.070(c)."

bargaining agreements that are in effect for employees transferred to          
the  authority  on  the  date  of  transfer.    A collective bargaining

library and museum acquisitions, and contributions to endowment,               
that are accepted by a nonprofit, public or private, Alaska two-year           
or four-year college or university accredited by a national or             
regional accreditation association or that are accepted by an Alaska           
university foundation that supports a university or college that could         
receive a contribution for which a taxpayer may obtain a credit under          
this section.  The amount of the credit is the lesser of                       
		(1)  an amount equal to                                                      
		(A)  50 percent of contributions of not more                                
than $100,000; and                                                             
		(B)  100 percent of the next $100,000 of                                    
contributions; or                                                              
		(2)  50 percent of the taxpayer's tax liability under                        
this title.                                                                    
   * Sec. B.  AS 43.20.014(a) is amended to read:                            
	(a)  For cash contributions accepted for direct instruction,                  
research, and educational support purposes, including library and              
museum acquisitions, and contributions to endowment, by an Alaska              
university foundation or by a nonprofit, public or private, Alaska
