Senators Hoffman, Mackie, Parnell, Pearce were absent. The prayer was offered by the Chaplain, Pastor David Horn of the Faith Lutheran Church. Senator Taylor moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. In the Lord I take refuge. How then can you say to me: Flee like a bird to your mountain. For look, the wicked bend their bows; they set their arrows against the strings to shoot from the shadows at the upright in heart. When the foundations are being destroyed, what can the righteous do? The Lord is in his holy temple; the Lord is on his heavenly throne. He observes the sons of men; his eyes examine them. The Lord examines the righteous, but the wicked and those who love violence his soul hates. On the wicked he will rain fiery coals and burning sulfur; a scorching wind will be their lot. For the Lord is righteous, he loves justice; upright men will see his face. Psalm 11:1-7. O Almighty God, at this time when so much of the foundation for our life together as Americans has been torn away, when it seems that the wicked and violent prosper and those who do the right thing do so at their peril, we pray, not for Your scouring justice, but for Your mercy, that You might bear with us. Teach us that You are currently in power, that our democracy is but a small part of Your Theocracy. Make violence and bloodshed a rarity, we pray, and give us strength and wisdom to help make it so. Amen. Senator Donley led the Senate in the pledge of allegiance. Without objection, the Senate recessed at 10:52 a.m. AFTER RECESS JOINT SESSION IN THE HOUSE Speaker Phillips called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Miller at 11:00 a.m. The purpose of the Joint Session was to hear the Honorable Allen Compton, Chief Justice of the Supreme Court deliver his State of the Judiciary address. 1997-02-25 Senate Journal Page 0489 Senator Taylor moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. Without objection, it was so ordered. Representative Porter moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. Without objection, it was so ordered. President Miller appointed Representative Green and Senator Green to escort Chief Justice Allen Compton to the Joint Session. The Senate Sergeant at Arms, Will Arthur, announced Chief Justice Comptons entrance to the House Chamber. The Honorable Allen Compton was escorted to the rostrum and introduced by President Miller. Chief Justice Allen Compton introduced Chief Judge Alexander O. Bryner, Justice Dana A. Fabe, Justice Robert L. Eastaugh, Justice Warren W. Matthews and retiring Justice Jay A. Rabinowitz. Chief Justice Allen Compton delivered his address. This address appears in House and Senate Joint Journal Supplement No. 6. Chief Justice Compton received a standing ovation and was escorted from the chamber by Senator Green and Representative Green. Senator Taylor moved and asked unanimous consent that the Joint Session stand in adjournment. SB 84 The Finance Committee considered SENATE BILL NO. 84 An Act relating to fiscal management of endowment assets of the University of Alaska; amending the definition of university receipts to include distribution from university endowments and the total return from the University of Alaskas endowment trust fund for land obtained under the Act of Congress of January 21, 1929, as amended, and transferring responsibility for management and investment of those assets; and making technical amendments to provisions relating to federal grants and appropriations from federal land grant college fund sources that must be paid to the state.
