Full Journal pdf1998-01-13 House Journal Page 2031 HOUSE JOURNAL ALASKA STATE LEGISLATURE TWENTIETH LEGISLATURE -- SECOND SESSION Juneau, Alaska Tuesday January 13, 1998 Second Day Pursuant to adjournment, the House was called to order by Speaker Phillips at 7:33 p.m. Roll call showed 30 members present. Representative Moses had been previously excused from a call of the House today. The invocation was offered by the Chaplain, Pastor Greg Lindsay of the Northern Light United Church. Representative Brice moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it appears below: In deepest respect for all the religious traditions present here tonight, let us pray: O God, we marvel at Your creative genius. The mountains and seas, the clear blue sky and the variety of human beings living in this place. We give You thanks for the joy that comes from living in this place, and we pray for the responsibility that comes with it. O God, let this be the day we put on the garments of a servant. May Your presence and Your creative hand guide the work we have been called to do; meeting the needs of the most needy, working for justice for all people; in acts of compassion and reconciliation. CERTIFICATION OF THE JOURNAL Representative Porter moved and asked unanimous consent that the journal for the first legislative day be approved as certified by the Chief Clerk. There being no objection, it was so ordered. MESSAGES FROM THE SENATE A message dated January 12, 1998, was read stating the Senate has accepted the invitation to meet in joint session in the House Chamber at 7:45 p.m., January 13 to hear the Governor's State of the State message and at 7:45 p.m., January 15 to hear the Governor's State of the Budget message. A message dated January 13, 1998, was read stating the Senate has accepted the invitation to meet in joint session in the House Chamber at 11:30 a.m., January 14 to consider the Governor's vetoes. A message dated January 13, 1998, was read stating the Senate has accepted the invitation to meet in joint session in the House Chamber at 10:00 a.m., January 22 to hear an address by the Honorable Frank Murkowski, U.S. Senator. HB 318 HOUSE BILL NO. 318 by Representative Ivan, entitled: "An Act relating to waste of salmon." was read the first time and referred to the House Special Committee on Fisheries and the Resources Committee. The House recessed at 7:40 p.m. to allow members of the Senate to enter the House Chamber. JOINT SESSION IN THE HOUSE Speaker Phillips called the House to order and, in accordance with the Uniform Rules, turned the gavel over to President Miller who called the joint session to order at 7:57 p.m. The purpose of the joint session was to hear the State of the State Address by the Honorable Tony Knowles, Governor of Alaska. Senator Taylor moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. There being no objection, it was so ordered. Representative Porter moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. There being no objection, it was so ordered. 1998-01-13 House Journal Page 2034 President Miller introduced Susan Knowles, First Lady of the State of Alaska and the Knowles' children, Devon, Luke and Sara. President Miller appointed Representative Barnes and Senator Donley to escort the Governor to the joint session. The Senate Sergeant-at-arms announced the Governor's entrance into the House Chamber. Governor Knowles and Lieutenant Governor Ulmer were escorted to the rostrum. President Miller introduced Governor Knowles. The Governors State of the State address appears in House and Senate Joint Journal Supplement No. 10. Governor Knowles received a standing ovation. The Governor and Lieutenant Governor were escorted from the Chamber by Representative Barnes and Senator Donley. Senator Taylor moved and asked unanimous consent that the joint session adjourn. There being no objection, President Miller adjourned the joint session at 8:34 p.m. The Speaker ordered the House at ease to allow members of the Senate to leave the Chamber.
