Pursuant to adjournment, the House was called to order by Speaker              
Phillips at 11:05 a.m.                                                         
                                                                               
                                                                               
Roll call showed 32 members present.  Representatives Kookesh,                 
Masek and Mulder had been previously excused from a call of the                
House today.  Representatives Bunde, Hanley, Therriault and Williams           
were absent and their presence was noted later.                                
                                                                               
Representative Porter moved and asked unanimous consent that                   
Representative Nicholias previous excuse be extended through                   
9:53p.m., plane time, today (page 676).  There being no objection, it          
was so ordered.                                                                
                                                                               
The invocation was offered by the Chaplain, Pastor Brian Ewing of the          
Calvary Fellowship.  Representative Brice moved and asked unanimous            
consent that the invocation be spread on the journal.  There being no          
objection, it appears below:                                                   
                                                                               
Let's bow our heads together,                                                 
                                                                               
Lord, we want to pray and know that we have been heard by                     
You, but Jesus taught us that not every prayer has Your                        
attention.  He told of the two men who went to pray.  The                      
first was a self-righteous man and brought in his suitcase full                
of good deeds and spread them out before You and                               
congratulated himself.  He went home guilty and unheard.                       
The second man wouldn't even lift up his eyes but smote his                    
chest and said 'God be merciful to me a sinner.'  That man                     
went home justified.

Lord, You know us intimately, You know the brokenness, the                    
lack of fulfillment and even desperation in our lives.  So, as                 
we come to You acknowledging our need, we know that this                       
very prayer will have Your full attention as it says in Your                   
word, 'a broken and a contrite heart, O God, You will not                      
despise.'                                                                      
                                                                               
As we draw near to You with this attitude, Father, we ask that                
You will enable us to do today what is right in your sight.
