Pursuant to adjournment, the House was called to order by Speaker              
Phillips at 11:09 a.m.                                                         
                                                                               
                                                                               
Roll call showed 39 members present.  Representative Hanley was                
absent and his presence was noted later.                                       
                                                                               
The invocation was offered by the Chaplain, Reverend David K. Horn             
of the Faith Lutheran Church.  Representative Kott moved and asked             
unanimous consent that the invocation be spread on the journal.  There         
being no objection, it appears below:                                          
                                                                               
(Romans 13:1-6 NIV) Everyone must submit himself to the                       
governing authorities, for there is no authority except that                   
which God has established.  The authorities that exist have                    
been established by God. {2} Consequently, he who rebels                       
against the authority is rebelling against what God has                        
instituted, and those who do so will bring judgment on                         
themselves. {3} For rulers hold no terror for those who do                     
right, but for those who do wrong.  Do you want to be free                     
from fear of the one in authority?  Then do what is right and                  
he will commend you. {4} For he is Gods servant to do you                      
good.  But if you do wrong, be afraid, for he does not bear                    
the sword for nothing.  He is Gods servant, an agent of wrath                  
to bring punishment on the wrongdoer. {5} Therefore, it is                     
necessary to submit to the authorities, not only because of                    
possible punishment but also because of conscience. {6} This                   
is also why you pay taxes, for the authorities are Gods

Eternal Lord, Ruler of all people, though we think of                         
ourselves as self-governing, You raise up and sustain                          
governments, You allow them to fall, and they exist only by                    
Your permission and grace.  Since You desire us to live in                     
peace and cooperation, and since, apart from You, we can do                    
nothing, graciously regard those who have been set in                          
positions of authority among us, especially those gathered here                
today and all who assist them, and give them strength, that                    
they may display the fact that they are indeed Your servants,                  
that they may be guided by Your Spirit, be high in purpose,                    
wise in counsel, firm in good resolution, and unwavering in                    
duty, that under them we may be governed quietly and
