Pursuant to adjournment the Senate was called to order by President            
Pearce at 11:01 a.m.                                                           
                                                                               
The roll showed eleven members present.  Senator Ellis was excused             
from a call of the Senate.  Senators Donley, Frank, Halford, Phillips,         
Rieger, Sharp, Taylor, Zharoff were absent.                                    
                                                                               
The prayer was offered by the Chaplain, Father Peter Gorges of the             
Cathedral of the Nativity of the Blessed Virgin Mary, Roman                    
Catholic Church.                                                               
                                                                               
Senator Duncan led the Senate in the pledge of allegiance.                     
                                                                               
                                                                               
The presence of Senator Zharoff was noted.

Senator Miller moved and asked unanimous consent that the journals             
for the fifteenth and sixteenth legislative days be approved as

Act relating to land used for agricultural purposes and to state land          
classified for agricultural purposes or subject to the restriction of use      
for agricultural purposes only; and annulling certain program                  
regulations of the Department of Natural Resources that are                    
inconsistent with the amendments made by this Act and                          
recommended it be replaced with

Legislature relating to the hours for convening and adjourning from            
daily sessions; and providing for an effective date.  Without                  
objection, it was so ordered.

Senator Torgerson moved and asked unanimous consent that he be                 
shown as a cosponsor on SENATE BILL NO. 162 An Act relating                    
to land used for agricultural purposes and to state land classified for        
agricultural purposes or subject to the restriction of use for                 
agricultural purposes only; and annulling certain program regulations          
of the Department of Natural Resources that are inconsistent with the          
amendments made by this Act. Without objection, it was so ordered.             
                                                                               
SB 177                                                                       
President Pearce added a Finance Committee referral to SENATE                  
BILL NO. 177 An Act relating to permits to carry concealed                     
handguns.                                                                      
                                                                               
The bill was referred to the State Affairs, Judiciary, then Finance            
Committees.                                                                    
                                                                               
Senator Green moved and asked unanimous consent that she be                    
excused from a call of the Senate on January 30, to morning plane              
time.  Without objection, Senator Green was excused.                           
                                                                               
Senator Donley moved and asked unanimous consent that he be                    
excused from a call of the Senate on January 26.  Without objection,           
Senator Donley was excused.                                                    
                                                                               
Senator Phillips moved and asked unanimous consent that he be                  
excused from a call of the Senate on January 30, to morning plane              
time.  Without objection, Senator Phillips was excused.                        
                                                                               
Senator Zharoff moved and asked unanimous consent that today's                 
prayer be spread.  Without objection, it was so ordered.                       
                                                                               
Lord God, You created the heavens and the earth,                              
and everything in between.  You gave us this great                             
land of Alaska, with its towering mountains, mighty                            
rivers, and rolling tundra.  You filled all of these                           
areas with life and beauty.  And, finally, You                                 
brought into this land a people who were eager to                              
become part of it.  Those people have elected us to                            
represent them in this assembly.  Help us to be men                            
and women to match our mountains.  Help us to be

men and women with the untiring energy of our                                  
rivers.  Help us to be men and women with the                                  
longsighted vision of our rolling tundra.  Help us to                          
be stewards of this land, in such a way, that we are

development, alert to its opportunities, respectful of                         
its life, and worthy of the trust that our constituents
