Full Journal pdf1995-04-27 Senate Journal Page 1265 SENATE JOURNAL ALASKA STATE LEGISLATURE NINETEENTH LEGISLATURE - FIRST SESSION Juneau, Alaska Thursday April 27, 1995 One Hundred Second Day Pursuant to adjournment the Senate was called to order by President Pearce at 11:57 a.m. The roll showed fifteen members present. Senators Donley, Frank, Halford, Rieger, Taylor were absent. The prayer was offered by the Chaplain, Laura Minnich Lockey of the Holy Trinity Episcopal Church. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Oh, how good and pleasant it is, when brethren live together in unity! God takes his stand in the council of heaven; he gives judgment in the midst of the gods: "How long will you judge unjustly and show favor to the wicked? Save the weak and the orphan; defend the humble and needy; rescue the weak and the poor; deliver them from the power of the wicked. They do not know, neither do they understand; they go about in darkness; all the foundations of the earth are shaken. Now I say to you, `You are gods, and all of you children of the Most High; nevertheless, you shall die like mortals and fall like any prince.'" Oh, how good and pleasant it is, when brethren live together in unity! Girl Scouts, Whitney Molburg and Whitney Harding led the Senate in the pledge of allegiance. Senator Duncan objected, then withdrew his objection. There being no further objections, it was so ordered. MESSAGES FROM THE GOVERNOR HB 21 Message of April 26 was read, stating the Governor signed the following bill and transmitted the engrossed and enrolled copies to the Lieutenant Governor's Office for permanent filing: SENATE CS FOR CS FOR HOUSE BILL NO. 21(FIN) "An Act relating to revocation of a driver's license for illegal possession or use of a controlled substance or illegal possession or consumption of alcohol by a person at least 13 but not yet 21 years of age; relating to revocation of a driver's license for illegal possession or use of a firearm by a person at least 13 but not yet 18 years of age; relating to treatment programs required for issuance or reissuance of a driver's license; and providing for an effective date." Chapter 9, SLA 1995 Effective Date: 7/1/95 HB 27 Message of April 26 was read, stating the Governor signed the following bill and transmitted the engrossed and enrolled copies to the Lieutenant Governor's Office for permanent filing: SENATE CS FOR CS FOR HOUSE BILL NO. 27(JUD) "An Act directing the Department of Public Safety to establish and maintain a deoxyribonucleic acid (DNA) identification registration system and requiring DNA registration by persons convicted of 1995-04-27 Senate Journal Page 1267 HB 27 a felony crime against a person and of minors 16 years of age or older who are adjudicated a delinquent for an act that would be a felony crime against a person if committed by an adult; and providing for an effective date." Chapter 10, SLA 1995 Effective Date: 1/1/96 HB 128 Message of April 26 was read, stating the Governor signed the following bill and transmitted the engrossed and enrolled copies to the Lieutenant Governor's Office for permanent filing: SENATE CS FOR CS FOR SPONSOR SUBSTITUTE FOR HOUSE BILL NO. 128(RES) "An Act relating to the disposal of wastes; giving the Alaska Oil and Gas Conservation Commission authority to regulate disposal in the annular space of an oil or gas well, or in the annular space of a water well associated with exploration and production of oil or gas, of drilling mud, cuttings, and nonhazardous drilling operation wastes, and exempting that disposal from the requirement of a waste disposal permit issued by the Department of Environmental Conservation; and establishing an exemption from the requirement of obtaining a waste disposal permit from the Department of Environmental Conservation for certain activities that yield solid and liquid waste material discharges and cooling water discharges."
