Frank, Halford, Rieger were absent.                                            
                                                                               
The prayer was offered by the Chaplain, Laura Minnich Lockey of                
Holy Trinity Episcopal Church.                                                 
                                                                               
Senator Salo led the Senate in the pledge of allegiance.

                                CERTIFICATION                                
                                                                               
Senator Halford moved and asked unanimous consent that the journal             
for the one hundredth legislative day be approved as certified by the          
Secretary.  Senator Duncan objected.
