Senators Frank, Hoffman, Leman, Lincoln, Taylor were absent. The prayer was offered by the Chaplain, the Reverend Laura Minnich Lockey of the Holy Trinity Episcopal Church. Senator Phillips led the Senate in the pledge of allegiance. CERTIFICATION Senator Halford moved and asked unanimous consent that the journal for the forty-third legislative day and Senate Journal Supplement No. 4 be approved as certified by the Secretary.
