Senator Halford moved and asked unanimous consent for the adoption of the Finance Committee Substitute offered on page 3098. Senator Duncan objected, then withdrew his objection. There being no further objections, CS FOR SENATE CONCURRENT RESOLUTION NO. 29(FIN) was adopted, read the second time. Senator Halford offered Amendment No. 1 : Page 3, following line 1, add a new section: FURTHER RESOLVED that if by April 25, 1996 the special investigator has not been appointed or no report has been made to the Speaker of the House and President of the Senate that the presiding officers jointly agree to appoint a special investigator to proceed and request time before a grand jury if warranted. 1996-04-11 Senate Journal Page 3170 SCR 29 Senator Halford moved for the adoption of Amendment No. 1. Senator Kelly moved and asked unanimous consent for the following amendment to Amendment No. 2: Delete 26 Insert 24 Without objection, the amendment to Amendment No. 2 was adopted.
