SENATE CONCURRENT RESOLUTION NO. 8 Approving the                               
revised open meetings guidelines proposed by the Select Committee              
on Legislative Ethics, was read the second time.                               
                                                                               
Senator Miller moved and asked unanimous consent for the adoption              
of the Rules Committee Substitute offered on page 419.  Without                
objection, CS FOR SENATE CONCURRENT RESOLUTION NO.                             
8(RLS) Approving in part the revised open meeting guidelines                   
proposed by the Select Committee on Legislative Ethics, was adopted            
and read a second time.                                                        
                                                                               
CS FOR SENATE CONCURRENT RESOLUTION NO. 8(RLS) was                             
before the Senate on final passage.                                            
                                                                               
The question being:  "Shall CS FOR SENATE CONCURRENT                           
RESOLUTION NO. 8(RLS) Approving in part the revised open                       
meeting guidelines proposed by the Select Committee on Legislative             
Ethics, pass the Senate?"  The roll was taken with the following
