Pursuant to adjournment, the House was called to order by Speaker              
Phillips at 10:34 a.m.                                                         
                                                                               
Roll call showed 36 members present.  Representative Barnes was                
excused due to illness.  Representatives Finkelstein, MacLean and              
Martin were absent.                                                            
                                                                               
The invocation was offered by Bill Choslovsky of the Juneau Jewish             
Community.  Representative Vezey moved and asked unanimous                     
consent that the invocation be spread on the journal.  There being no          
objection, it appears below:                                                   
                                                                               
"As we begin another day's journey, we bow our heads in                       
humble respect to our collective Lords.  Lord, assembled                       
before You is a most worthy group:  the Representatives of                     
Alaska.  Though we pray that divine intervention not be                        
necessary in this chamber, Your presence is most welcome.                      
Please give these leaders the strength, wisdom, and courage to                 
insure that altruism triumphs over acrimony, benevolence over                  
barbarity, compromise over conflict, and dialogue over debate.                 
Today, of all days, as the state's budget is introduced please                 
remind our trusted servants that the strongest form of                         
leadership is by example.  That is, we can hardly be surprised                 
if our neighbors, friends, and children go astray if we draw                   
battle lines, close our ears, and assume an unforgiving posture.               
To close, in the immortal words of Bart Simpson, I remind us                   
all that when dealing with one another `Don't have a cow
