Full Journal pdf1995-02-21 House Journal Page 0429 HOUSE JOURNAL ALASKA STATE LEGISLATURE NINETEENTH LEGISLATURE -- FIRST SESSION Juneau, Alaska Tuesday February 21, 1995 Thirty-seventh Day Pursuant to adjournment, the House was called to order by Speaker Phillips at 10:50 a.m. The roll call showed the following 12 members present: Representatives B.Davis, Elton, Grussendorf, Kott, Kubina, Mackie, Mulder, Parnell, Phillips, Vezey, Williams and Willis. Representative Moses had been previously excused from a call of the House today. The invocation was offered by the Chaplain, Pastor David Horn of the Faith Lutheran Church. The Pledge of Allegiance was led by Representative Mackie. Representative Vezey moved and asked unanimous consent that the House recess for a joint session for Senator Frank Murkowski's address. There being no objection, the House recessed at 10:52 a.m. AFTER RECESS **The presence of the following members was noted: Representatives Austerman, Barnes, Brown, Bunde, Davies, G.Davis, Finkelstein, Foster, Green, Hanley, Ivan, James, Kelly, Kohring, MacLean, Martin, Masek, Nicholia, Ogan, Porter, Robinson, Rokeberg, Sanders, Therriault and Toohey. 1 1995-02-21 House Journal Page 0430 JOINT SESSION IN THE HOUSE Speaker Phillips called the House to order and, in accordance with the Uniform Rules, turned the gavel over to President Pearce who called the joint session to order at 11:00 a.m. The purpose of the joint session was to hear an address by the Honorable Frank Murkowski, U.S. Senator. Senator Halford moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. There being no objection, it was so ordered. Representative Vezey moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. There being no objection, it was so ordered. President Pearce appointed Representative Martin and Senator Miller to escort the Senator to the joint session. The Senate Sergeant-at-arms announced the Senator's entrance into the House Chamber. Senator Murkowski was escorted to the rostrum and welcomed by President Pearce. President Pearce introduced Senator Murkowski's wife, Nancy. Senator Murkowski asked the body to join him in a moment of silence in memory of Bishop Kenny. Senator Murkowski's address appears in Senate & House Joint Journal Supplement No. 8. A question and answer period followed the conclusion of the Senator's speech. Senator Murkowski received a standing ovation and was escorted from the Chamber by Representative Martin and Senator Miller. Senator Halford moved and asked unanimous consent that the joint session adjourn. There being no objection, President Pearce adjourned the joint session at 12:02 p.m. 1995-02-21 House Journal Page 0431 The Speaker ordered the House at ease to allow members of the Senate to leave the Chamber. IN THE HOUSE The Speaker called the House back to order at 12:04 p.m. UNFINISHED BUSINESS HB 4 Representative Mulder added his name as cosponsor to: HOUSE BILL NO. 4 "An Act relating to absences from the state for purposes of determining residency under the permanent fund dividend program; and providing for an effective date." HB 140 Representative Elton added his name as cosponsor to: HOUSE BILL NO. 140 "An Act relating to surety bonds required of certain fish processors." HB 141 Representative Elton added his name as cosponsor to: HOUSE BILL NO. 141 "An Act relating to the appointment of members of the Board of Fisheries." HB 159 Representative Green added his name as cosponsor to: HOUSE BILL NO. 159 "An Act allowing a person under age 21 to be arrested by a peace officer without a warrant for illegal possession, consumption, or control of alcohol; relating to the offenses of driving with a revoked license, driving while intoxicated, or failure to submit to a chemical test of breath or blood; and providing for an effective date." 1995-02-21 House Journal Page 0432 HB 169 Representative Kelly added his name as cosponsor to: HOUSE BILL NO. 169 "An Act defining the scope of the responsibility of the Department of Natural Resources for regulating the development of the mineral resources of the state." ADJOURNMENT Representative Parnell, Acting Majority Leader, moved and asked unanimous consent that the House adjourn until 10:00 a.m., February 22, 1995.
