Full Journal pdf1995-03-09 House Journal Page 0672 HB 21 The Finance Committee has considered: HOUSE BILL NO. 21 "An Act relating to revocation of a driver's license for illegal possession or use of a controlled substance or illegal possession or consumption of alcohol by a person at least 13 but not yet 21 years of age; and providing for an effective date." and recommends it be replaced with: 1995-03-09 House Journal Page 0673 HB 21 CS FOR HOUSE BILL NO. 21(FIN) "An Act relating to revocation of a driver's license for illegal possession or use of a controlled substance or illegal possession or consumption of alcohol by a person at least 13 but not yet 21 years of age; relating to revocation of a driver's license for illegal possession or use of a firearm by a person at least 13 but not yet 18 years of age; relating to treatment programs required for issuance or reissuance of a driver's license; and providing for an effective date." The report was signed by Representatives Hanley and Foster, Co- chairs, with the following individual recommendations: Do pass (8): Hanley, Mulder, Parnell, Martin, Kelly, Therriault, Kohring, Foster No recommendation (3): Brown, Navarre, Grussendorf A House Finance Committee letter of intent for CSHB 21(FIN), signed by Representatives Hanley and Foster, Co-chairs, appears below: "It is the intent of the Alaska Legislature that general fund program receipts provided by the driver's license reinstatement fee be divided equally between the Dept. of Public Safety and the Dept. of Health & Social Services. The program receipts received by the Dept. of Health & Social Services should be used for alcohol and drug abuse prevention and treatment programs specifically targeted at youth."
