Pursuant to adjournment the Senate was called to order by President            
Halford at 11:32 a.m.                                                          
                                                                               
The roll showed eighteen members present.  Senators Donley, Ellis              
were absent.                                                                   
                                                                               
The prayer was offered by the Chaplain, Pastor Richard Green of the            
Glacier Valley Church of God.                                                  
                                                                               
Senator Rieger led the Senate in the pledge of allegiance.

Senator Taylor moved and asked unanimous consent that the journal              
for the one hundred fourteenth legislative day be approved as                  
certified by the Secretary.  Without objection, it was so ordered.

value of the federal government's royalty share from natural gas               
production on federal land from which the state is entitled under              
applicable federal law to receive a share of the royalty on gas
