Senators Frank, Rieger were absent. The prayer was offered by the Chaplain, Kayla Epstein of the Juneau Jewish Community. Senator Taylor moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. We pray that we might know before whom we stand, the Power whose gift is life, who quickens those who have forgotten how to live. We pray for winds to disperse the choking air of sadness, for cleansing rains to make parched hopes flower, and to give all of us the strength to rise up toward the sun. We pray for love to encompass us for no other reason save that we are human, for love through which we may all blossom into persons who have gained power over our own lives. We pray to stand upright, we fallen; to be healed, we sufferers; we pray to break the bonds that keep us from the world of beauty; we pray for opened eyes, we who are blind to our own authentic selves. 1215 1993-04-07 Senate Journal Page 1216 We pray that we may walk in the garden of a purposeful life, our own powers in touch with the powers of the world. Praised be the God whose gift is life, whose cleansing rains let parched men and women flower toward the sun. Amen. Senator Pearce led the Senate in the pledge of allegiance. MESSAGES FROM THE GOVERNOR HB 45 Governor's transmittal letter dated April 6: Dear Mr. President: Under the authority of article II, section 15 of the Alaska Constitution, it is with mixed feelings today that I am signing into law: SENATE CS FOR CS FOR HOUSE BILL NO. 45(FIN) "An Act making appropriations to the Department of Education for support of kindergarten, primary, and secondary education and community schools programs and for school construction debt retirement; and providing for an effective date." 1993-04-07 Senate Journal Page 1217 HB 45 Chapter 5, SLA 1993 Effective Date: 7/1/93 In signing this bill, I am recommending that the Legislature take immediate action to pass legislation to fully fund all single site school districts for the next academic year. Additionally, I recommend that the Legislature put aside politics and get serious about my school foundation bill. Passage of my bill would provide a long-term fix to the single site problem as well as take care of the greater problem of providing fairness in the distribution of the state's revenues among our 54 school districts. Our schools and our children deserve no less. With my aforementioned concerns aside, I am pleased with the timely manner in which school funding was addressed. Early funding gives our schools more time to make plans for the next academic year, an important ingredient for success. In some ways, this legislation speaks highly of our commitment to public schools and our children--our investment in the future. We are providing more funding than ever before for our schools. We are fully funding school operations, including the day-to-day instruction and administration, pupil transportation, and school construction debt retirement, and we are boldly meeting the responsibility of paying the added costs of an increasing enrollment. This bill reflects the commitment of our state and its citizens toward its schools and the seriousness with which we take our constitutional responsibility to maintain a system of public schools open to all of our children. With best regards. Sincerely, /s/ Walter J. It is the intent of the legislature that the various departments, divisions, and agencies of state government operate strictly within the appropriation levels approved and authorized by the legislature and governor in the FY94 state operating budget. Appropriate department, division, and agency officials are directed to make reductions where necessary in personnel services, travel, contractual, commodities, equipment, and other administrative support services to meet FY94 funding levels. Department officials are further directed to leave intact funding for programs, grants, and services that directly impact the people of Alaska. 1993-04-07 Senate Journal Page 1246 HB 55 It is the intent of the legislature not to fund supplemental budget requests except for those circumstances where statutory formula program caseload estimates were wrong or other circumstances that were well beyond the ability of the department to anticipate. It is further the intent of the legislature not to fund supplemental budget requests, even though unanticipated, that are small relative to the size of the appropriation. Costs associated with those unanticipated circumstances should be absorbed by the budget request unit by making further expense adjustments within the budget request unit. It is further the intent of the legislature to take whatever steps may be necessary the following session to ensure FY94 funding levels are not exceeded. Those steps may include denial of personnel services funding for management employees responsible for implementing budget reductions and operating within FY94 appropriation levels. Departments, divisions, and agency officials should consider this letter of intent an express primary goal of the 18th Alaska State Legislature. Renumber remaining sections accordingly.
