Senators Donley, Lincoln, Zharoff were excused from a call of the Senate. Senators Frank, Salo were absent. The prayer was offered by the Chaplain, Father Herb McMurtry of the Holy Trinity Episcopal Church. Senator Phillips moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. O Almighty God, as we pray for Your blessings upon the members of the Senate we remember also the young people present with us from the schools across our state. We give thanks for these young people, the leaders of tomorrow; those who someday will take our places. We pray that nothing done or said here shall cause them to think any less of the institutions we cherish. Challenge them, we pray, with the vision of good citizenship; with a love for all that is good in our state and a desire to make it even better. That this land we love may become in truth and in fact, God's country. We ask this in Your Holy Name. Amen. Senator Duncan rose to a point of order. President Halford ruled the point of order was not well taken. Senator Duncan appealed the ruling of the Chair, then withdrew his appeal. President Halford stated that the committee report must be signed by a majority of the committee members. SB 154 President Halford requested the Senate Secretary to re-read the Standing Committee Report on SENATE BILL NO. 154.
