Senators Jacko, Little, Miller and Zharoff were excused from a call of the Senate. The prayer was offered by the Chaplain, Kayla Epstein of the Juneau Jewish Community. MESSAGES FROM THE GOVERNOR HJR 24 Message of February 11 was read, stating the Governor signed the following resolution and transmitted the engrossed and enrolled copies to the Lieutenant Governor's Office for permanent filing: SENATE CS FOR HOUSE JOINT RESOLUTION NO. 24(STA) am S Relating to adequate housing for military personnel and their dependents, directing the Alaska Housing Finance Corporation and certain municipalities to develop a joint program for improving the inventory of housing for those personnel, and urging the governor, the commissioner of natural resources, and local officials to identify public land that might be made available for that housing. SB 115 SENATE BILL NO. 115 by the Senate Rules Committee by request of the Governor, entitled: "An Act relating to the use of money in the Alaska debt retirement fund; changing the name of the Alaska debt retirement fund to the Alaska public schools and public facilities fund; and providing for an effective date." was read the first time and referred to the Health, Education and Social Services, Judiciary and Finance Committees. Zero fiscal note published today from Department of Revenue. Governor's transmittal letter dated February 15: Dear Mr. President: Under the authority of art. III, sec. 18, of the Alaska Constitution, I am transmitting a bill changing the statutory provision establishing the Alaska debt retirement fund. This fund was established by the legislature in 1991 as a mechanism to ensure a long-term source of money for the debt service obligations of the state and local governments, and to strengthen and add to the economy of the state (ch. 87, SLA 1991). The statutory fund currently consists of all money appropriated to it. 1993-02-15 Senate Journal Page 0362 SB 115 Section 1 of the bill expands the uses of money in the fund to include maintenance of capital projects. It also reorders the priorities regarding those uses to allow construction projects to be given an equal importance with other specified uses. The bill also changes the name of the fund. This bill will finance responsible expansion and maintenance of the state's infrastructure, including schools, and enhance the viability and competitiveness of Alaska's industries. Governor's transmittal letter dated February 15: Dear Mr. President: Under the authority of art. III, sec. 18, of the Alaska Constitution, I am transmitting a bill making a special appropriation in the sum of $630,000,000 from the general fund to the Alaska public schools and public facilities fund (AS37.15.011). (In a companion bill that I am also transmitting, the existing Alaska debt retirement fund (AS37.15.011) is renamed as the Alaska public schools and public facilities fund.) 1993-02-15 Senate Journal Page 0363 SB 116 The intent of this bill is to appropriate the amount equivalent to the $630,000,000 to be received by the state from the February 1993 settlement agreement with British Petroleum for income tax, penalties, and interest arising under AS43.20 to the Alaska public schools and public facilities fund. The intended uses of money in the fund are set out in AS37.15.011, which is repealed and reenacted in the accompanying companion bill. The bill has a contingent effective date, to correspond to the date that the settlement money is anticipated to be received by the state, but only if statutory changes to the fund (in the companion bill) are enacted into law to allow the fund to be more readily used for appropriations for construction and maintenance of capital projects. Governor's transmittal letter dated February 15: Dear Mr. President: Under the authority of art. III, sec. 18, of the Alaska Constitution, I am transmitting a bill that makes appropriations for contract 1993-02-15 Senate Journal Page 0364 SB 117 settlement costs and cost-of-living adjustments for eligible public employees who are members of the Labor, Trades, and Crafts bargaining unit. Section 1 of the bill makes an appropriation of $2,909,370 to the Office of the Governor, office of management and budget, to pay the 3.6 percent cost-of-living adjustment for fiscal year 1993, as required by the terms of the contract settlement with eligible public employees who are members of the Labor, Trades, and Crafts bargaining unit. Section 2 of the bill makes an appropriation of $4,921,271 to the Office of the Governor, office of management and budget, to pay the 3.6 percent cost-of-living adjustment and the increased costs of health insurance benefits for fiscal year 1994, as required by the terms of the contract settlement with eligible public employees who are members of that bargaining unit. Section 3 of the bill makes an appropriation of $70,350 to the Office of the Governor, office of management and budget, to pay the contract signing bonus to eligible employees of that collective bargaining unit. Section 4 of the bill makes an appropriation of $74,200 to the Office of the Governor, office of management and budget, to reimburse employees in that collective bargaining unit for costs of obtaining commercial drivers' licenses necessary for continued employment. Sections 5 and 6 of the bill contain lapse provisions to ensure that the unexpended and unobligated balances of appropriations lapses into the respective funds at set time limits.
