SENATE BILL NO. 43 "An Act establishing a grant program                        
relating to transplantation of elk" was read the second time.                  
Senator Pearce moved and asked unanimous consent for the adoption              
of the Finance Committee Substitute offered on page 656.  Without              
objection, CS FOR SENATE BILL NO. 43(FIN) "An Act relating                     
to transplantation of elk; and providing for an effective date" was

Senator Little offered Amendment No. 1 :                                        
	Page 1, line 3: Delete "shall"  Insert "may"                                  
	Page l, line 9:  Delete "required" Insert "allowed"                           
Senator Little moved for the adoption of Amendment No. 1.  Senator             
Taylor objected.

	Insert:  "If the Department of Fish and Game finds                            
that a transplantation of elk will not adversely affect                       
existing sport and subsistence hunting opportunities                           
and will not significantly affect native plant and                             
animal species in the area of the transplant, the
