Senator Duncan moved that the vote on the effective date clauses be            
divided as follows:  Part A, that being Section 5 and Part B, that             
being Section 6.                                                               
                                                                               
President Halford stated the effective dates were divisible.                   
                                                                               
Senator Duncan moved and asked unanimous consent that his motion
