Pursuant to adjournment, the House was called to order by Speaker              
Barnes at 11:06 a.m.                                                           
                                                                               
Roll call showed 39 members present.  Representatives Moses and                
Ulmer had been previously excused from a call of the House today;              
however, their presence was noted.  Representative Nordlund had been           
previously excused from a call of the House today until 8:00 p.m,              
plane time.                                                                    
                                                                               
The invocation was offered by the Chaplain, Judy Minor, of the                 
Christian Science Church.  Representative Hudson moved and asked               
unanimous consent that the invocation be spread on the journal.  There         
being no objection, it appears below:                                          
                                                                               
"I shall read from the Bible, Isaiah.  `Unto us a child is born,              
unto us a son is given; and the government shall be upon his                   
shoulder . . . . Of the increase of this government and peace                  
there shall be no end . . . .'                                                 
                                                                               
Father, let our human activities here and now pattern the                     
divine.  We joyfully begin this day acknowledging the origin                   
of true and righteous government.  In proportion to our                        
understanding of how You govern will there be increase and                     
peace in this chamber.  Let there be no end to our receptivity                 
and obedience to Your constant revelations pouring forth.                      
Open our thought to being Your agent and `the word will be                     
made flesh' again through us.  `The kingdom of heaven is at                    
hand' Jesus taught and our only purpose is to demonstrate this
