Representatives Brown, Davies, Finkelstein, Grussendorf, Hoffman, James, Moses, Sitton, Therriault and Ulmer had been previously excused from a call of the House today. Representative Menard was absent. Representative Phillips moved and asked unanimous consent that Representative Mackie be excused today due to illness. There being no objection, it was so ordered. The invocation was offered by the Chaplain, Reverend Pat Brayton of the Valley Chapel. Representative Kott moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it appears below: "Heavenly Father, I am here to pray for these men and women who serve the people of Alaska in these chambers. Theirs is not an easy job. Please stretch out Your hand, to bless and encourage them. Give them wisdom and divine help for this task. Give them the inner strength to resist political pressures and take only those actions that are truly beneficial for the people of our state. III, sec. 18, of the Alaska Constitution, I am transmitting a bill changing the statutory provision establishing the Alaska debt retirement fund. This fund was established by the legislature in 1991 as a mechanism to ensure a long-term source of money for the debt service obligations of the state and local governments, and to strengthen and add to the economy of the state (ch. 87, SLA 1991). The statutory fund currently consists of all money appropriated to it. 1993-02-15 House Journal Page 0347 HB 156 Section 1 of the bill expands the uses of money in the fund to include maintenance of capital projects. It also reorders the priorities regarding those uses to allow construction projects to be given an equal importance with other specified uses. The bill also changes the name of the fund. This bill will finance responsible expansion and maintenance of the state's infrastructure, including schools, and enhance the viability and competitiveness of Alaska's industries. The Governor's transmittal letter, dated February 15, 1993, appears below: "Dear Speaker Barnes: Under the authority of art. III, sec. 18, of the Alaska Constitution, I am transmitting a bill making a special appropriation in the sum of $630,000,000 from the general fund to the Alaska public schools and public facilities fund (AS37.15.011). (In a companion bill that I am also transmitting, the existing Alaska debt retirement fund (AS37.15.011) is renamed as the Alaska public schools and public facilities fund.) 1993-02-15 House Journal Page 0348 HB 157 The intent of this bill is to appropriate the amount equivalent to the $630,000,000 to be received by the state from the February 1993 settlement agreement with British Petroleum for income tax, penalties, and interest arising under AS43.20 to the Alaska public schools and public facilities fund. The intended uses of money in the fund are set out in AS37.15.011, which is repealed and reenacted in the accompanying companion bill. The bill has a contingent effective date, to correspond to the date that the settlement money is anticipated to be received by the state, but only if statutory changes to the fund (in the companion bill) are enacted into law to allow the fund to be more readily used for appropriations for construction and maintenance of capital projects. III, sec. 18, of the Alaska Constitution, I am transmitting a bill that makes appropriations for contract settlement 1993-02-15 House Journal Page 0349 HB 158 costs and cost-of-living adjustments for eligible public employees who are members of the Labor, Trades, and Crafts bargaining unit. Section 1 of the bill makes an appropriation of $2,909,370 to the Office of the Governor, office of management and budget, to pay the 3.6 percent cost-of-living adjustment for fiscal year 1993, as required by the terms of the contract settlement with eligible public employees who are members of the Labor, Trades, and Crafts bargaining unit. Section 2 of the bill makes an appropriation of $4,921,271 to the Office of the Governor, office of management and budget, to pay the 3.6 percent cost-of-living adjustment and the increased costs of health insurance benefits for fiscal year 1994, as required by the terms of the contract settlement with eligible public employees who are members of that bargaining unit. Section 3 of the bill makes an appropriation of $70,350 to the Office of the Governor, office of management and budget, to pay the contract signing bonus to eligible employees of that collective bargaining unit. Section 4 of the bill makes an appropriation of $74,200 to the Office of the Governor, office of management and budget, to reimburse employees in that collective bargaining unit for costs of obtaining commercial drivers' licenses necessary for continued employment. Sections 5 and 6 of the bill contain lapse provisions to ensure that the unexpended and unobligated balances of appropriations lapses into the respective funds at set time limits.
