Pursuant to adjournment, the House was called to order by Speaker              
Barnes at 10:21 a.m.                                                           
                                                                               
Roll call showed 34 members present.  Representatives Brice, Davies,           
Grussendorf, Hoffman and Sitton had been previously excused from a             
call of the House today.                                                       
                                                                               
Representative Phillips moved and asked unanimous consent that                 
Representative James be excused from a call of the House today due             
to illness.  There being no objection, it was so ordered.                      
                                                                               
The invocation was offered by the Chaplain, Reverend Chris Grube of            
the Church of the Nazarene.  Representative Martin moved and asked             
unanimous consent that the invocation be spread on the journal.  There         
being no objection, it appears below:

upon our lips for all You have done through us.  We lift You                   
up to receive honor and glory due Your matchless name.                         
                                                                               
We understand our need of You in a world that is torn with

God who are unshakable in their faith, who are unshakable in                   
their hope and who are unshakable in their beliefs!  We

The purpose of the joint session was to hear an address by the                 
Honorable Ted Stevens, U.S. Senator.                                           
                                                                               
Senator Taylor moved and asked unanimous consent that the roll call            
of the Senate be waived and all members be shown as present.  There

Senator Stevens was escorted to the rostrum and welcomed by

Supplement No. 5.  A question and answer period followed the                   
conclusion of the Senator's speech.                                            
                                                                               
Senator Stevens received a standing ovation and was escorted from the          
Chamber by Representative MacLean and Senator Little.                          
                                                                               
Senator Taylor moved and asked unanimous consent that the joint                
session adjourn.  There being no objection, President Halford

Representative Phillips brought up the reconsideration of the vote on          
the confirmation of Representative Finkelstein to the Select Committee

Representative Phillips moved and asked unanimous consent to hold              
over the reconsideration of the confirmation of Representative                 
Finkelstein until February 17, 1993.  There being no objection, it was
