Full Journal pdf1993-01-12 House Journal Page 0039 ALASKA STATE LEGISLATURE EIGHTEENTH LEGISLATURE -- FIRST SESSION Juneau, Alaska Tuesday Second Day Pursuant to adjournment, the House was called to order by Speaker Barnes at 10:09 a.m. Roll call showed 40 members present. The invocation was offered by the Chaplain, Reverend Herbert McMurtry of the Holy Trinity Episcopal Church. Representative Martin moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it appears below: "Almighty God, You have brought us to the beginning of this new day. Grant us, we pray, to have a right judgement in all things; that our deliberations may be carried out with charity, humor, vision and singleness of purpose. When the day is done, may we have the testimony of a good conscience in the knowledge that we have served each other and our state with our best endeavor. In Thy holy name. Amen." There being no objection, it was so ordered. MESSAGES FROM THE SENATE A message dated January 11, 1993, was read stating the Senate accepts the House invitation to meet in Joint Session on January 12 and January 14 at 8:00 p.m. to receive Governor Hickel's State of the State and Budget addresses. COMMUNICATIONS The following memorandum dated July 24, 1992, was received from Pamela Finley, Assistant Revisor of Statutes, Division of Legal Services, Legislative Affairs Agency: "We have discovered a manifest error in Sec. 15, ch. 51, SLA 1992. (HCS CSSB 226(FIN)). In AS 44.88.900(9)(E), as added by sec. 15, the word "for" should be inserted after "or". The omission occurred in the preparation of HCS CSSB 226(FIN). The House Finance committee requested language that read "or for" in this paragraph, but due to a clerical error, "for" was omitted. Note that "or for" is identical to the language in CSSB 226(RLS)am, which originally passed the Senate. Since ch. 51, SLA 1992 has been printed, please print this in the journal to give notice of our correction made under AS 01.05.031. Thank you." There being no objection, the House recessed at 10:44 a.m. AFTER RECESS JOINT SESSION IN THE HOUSE Speaker Barnes called the House to order and, in accordance with the Uniform Rules, turned the gavel over to President Halford, who called the joint session to order at 7:57 p.m. The purpose of the joint session was to hear the State of the State Address by the Honorable Walter J. Hickel, Governor of Alaska. Senator Taylor moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. The Senate Sergeant-at-Arms announced the Governor's entrance into the House Chamber. Governor Hickel was escorted to the rostrum and welcomed by President Halford. Governor Hickel's State of the State Address appears in Senate & House Joint Journal Supplement No. 1, to be published January 13, 1993. Governor Hickel received a standing ovation and was escorted from the Chamber by Senator Miller and Representative Foster. Senator Taylor moved and asked unanimous consent that the joint session adjourn. There being no objection, President Halford adjourned the joint session at 8:27 p.m. The Speaker ordered the House at ease to allow members of the Senate to leave the Chamber. IN THE HOUSE The Speaker called the House back to order at 8:29 p.m. 1993-01-12 House Journal Page 0049 UNFINISHED BUSINESS HJR 8 Representative Olberg added his name as cosponsor to: HOUSE JOINT RESOLUTION NO. 8 Proposing amendments to the Constitution of the State of Alaska authorizing the use of the initiative to amend the Constitution of the State of Alaska. HB 9 Representative Brown added her name as cosponsor to: HOUSE BILL NO. 9 "An Act relating to reproductive rights of women; limiting the extent to which a state agency or political subdivision of the state may restrict the freedom of a woman to choose whether or not to terminate a pregnancy; and providing for an effective date."
