Amendment No. 2 was offered by Representative Ulmer: Page 1, line 3, after "covers" (title amendment): Insert "and providing a fine for violation" Page 2, after line 6: Insert a new bill section to read: "* Sec. 2. AS28.22.041(a) is amended to read: (a) Except as provided in (h) of this section, if a person fails to provide proof required under AS28.22.021 and 28.22.031, the department shall impose a civil fine of $1,000 and shall suspend the driver's license of that person for the following periods:
