Amendment No. 2 was offered by Representative Ulmer: Page 1, line 2, after "Month" (title amendment): Insert "; and relating to the prevention of child abuse and neglect in the family" Page 1, line 6, insert a new paragraph to read: "(2) Alaska children are in danger, as demonstrated by the fact that (a) Alaska has the worst rate of child death and teen violent death in the country; (b) a child dies from poverty every 53 minutes; (c) a child is abused or neglected every 13 seconds; (d) 38% of the homeless are single women and their children; and (e) in the last decade, child poverty grew by 26% while the GNP grew more than one-fourth." Renumber remaining paragraphs accordingly. Page 2, after line 9, insert a new bill section: "*Sec. 3. AS 47.05.010 is amended by adding a new paragraph to read: (14) prepare and implement a plan to prevent child abuse and neglect in the family." 1993-02-10 House Journal Page 0298 HB 88 Representative Ulmer moved and asked unanimous consent that Amendment No. 2 be adopted. Representative Bunde objected. Representative Bunde rose to a point of order regarding members reading from printed material on the floor. The Speaker stated the point was well taken and cautioned members not to read lengthy material from books. HB 88 The Speaker ruled Amendment No. 2 out of order, citing Rule 35 of the Uniform Rules. Add "In observance of Family Preservation Month, the Department of Health and Social Services shall report to the legislature by May 15th the actions it has taken during the prior year to prevent child abuse and neglect in Alaska families and shall recommend to the legislature actions which should be taken to support and preserve the family." Representative Ulmer moved and asked unanimous consent that Amendment No. 3 be adopted. Representative Bunde objected. ****The presence of Representative Brice was noted. Page 1, line 1 (title amendment): Following "and" Insert "International Workers' Day and" Page 1, following line 14: Insert new paragraphs to read: "(6) for 109 years May 1 has been recognized as a day set aside to celebrate throughout the world the contributions of workers of all types; (7) the contributions of workers to the prosperity, security, and perpetuation of the family are manifest;" Renumber the following paragraph accordingly. Page 2, line 3: Delete "a new section" Insert "new sections" Page 2, following line 9: Insert a new section to read: "Sec. 44.12.080. INTERNATIONAL WORKERS' DAY. International Workers' Day is established on May 1 of each year to honor the contributions of workers to the peace and prosperity of the state and the United States. International Workers' Day may be observed by suitable observances and exercises by civic groups, labor groups, and the public." Representative Davidson moved and asked unanimous consent that Amendment No. 5 be adopted. Representative Phillips objected. 1993-02-10 House Journal Page 0303 HB 88 The Speaker ruled the amendment out of order, citing Rule 35 of the Uniform Rules. Representative Navarre appealed the ruling of the Speaker. Representative Phillips moved that the ruling of the Speaker be upheld. Representative Phillips rose to a point of order stating remarks should be confined to the motion before the body. The Speaker advised the members to proceed with caution. The Speaker withdrew her ruling that Amendment No. 5 was out of order and Representative Phillips withdrew the motion to uphold the Speaker's ruling. And so, Amendment No. 5 was again before the House. The question being: "Shall Amendment No. 5 be adopted?"
