ACTION NARRATIVE

CHAIRMAN MILLER called the Senate Rules Committee meeting to order
at 7:02 p.m.
CHAIRMAN MILLER brought SB 1003 (PUB.EMPLOYEES
PAY/BENEFITS/CONTRACTS) before the committee as the first order of
business.
SENATOR DUNCAN inquired if the legislation incorporates all the
provisions that were in CSSB 152(FIN) am (PUB. EMPLOYEE
PAY/BENEFITS/CONTRACTS/RIP), which passed during the regular
session. CHAIRMAN MILLER acknowledged that it does with the
exception of taking out the one health benefit requiring the
retiree to pay one-half of the dependent coverage for their spouse
and replaces it with a 10-year vesting provision.
SENATOR SHARP moved and asked unanimous consent CSSB 1003(FIN) be
approved for calendaring. SENATOR SALO objected. The roll was
taken with the following result: Senators Pearce, Sharp and Miller
voted "Yea" and Senators Duncan and Salo voted "Nay." The Chairman
stated the calendaring motion passed.
CHAIRMAN MILLER brought SB 1005 (APPROP: MISCELLANEOUS) before the
committee.
SENATOR DUNCAN moved that a Rules CS be adopted deleting all
references to the language "contingent upon Section 6 of this Act"
as well as deleting Section 6. CHAIRMAN MILLER objected. The roll
was taken with the following result: Senators Salo and Duncan
voted "Yea" and Senators Pearce, Sharp and Miller voted "Nay." The
Chairman stated the motion failed.
SENATOR PEARCE moved and asked unanimous consent SB 1005 be
approved for calendaring. SENATOR DUNCAN objected. The roll was
taken with the following result: Senators Sharp, Pearce and Miller
voted "Yea" and Senators Salo and Duncan voted "Nay." The Chairman
stated the calendaring motion carried.
CHAIRMAN MILLER brought SB 1009 (PROGRAM RECEIPTS) before the
committee. Hearing no discussion, he asked for the pleasure of the
committee.
SENATOR SHARP moved and asked unanimous consent SB 1009 be approved
for calendaring. Hearing no objection, it was so ordered.
CHAIRMAN MILLER brought SB 1010 (MISC. MOTOR VEHICLE AMENDMENTS)
before the committee. Hearing no discussion, he asked for the
pleasure of the committee.
SENATOR PEARCE moved and asked unanimous consent SB 1010 be
approved for calendaring. Hearing no objection, it was so ordered.
CHAIRMAN MILLER brought SB 1011 (PUB SCHOOL
TRANS/CONSTRUCTION/STATE AID) before the committee.
SENATOR DUNCAN noted the Senate concurred in the House amendments
to CSSB 244(FIN) am (STATE AID TO EDUCATION) on 6/3/96, and he
asked if SB 1011 was exactly like that bill. CHAIRMAN MILLER
responded that he thought it was, and SB 1011 was introduced just
as a backup measure.
SENATOR PEARCE moved and asked unanimous consent SB 1011 be
approved for calendaring. Hearing no objection, it was so ordered.
There being no further business to come before the committee, the
meeting was adjourned at 7:10 p.m.
