CHAIRMAN MILLER called the Senate Rules Committee meeting to order
at 10:48 a.m.
CHAIRMAN MILLER brought SJR 5 (CRIME VICTIMS RIGHTS CONSTIT AMDMT)
before the committee. He directed attention to Rules CS, which
takes out any reference to calling for a constitutional convention,
so the resolution basically supports the victims rights by a
constitutional amendment at the federal level. He noted the
resolution's sponsor, Senator Donley, agreed to the change which
was proposed by Senator Taylor on the Senate floor on 4/26/96.
SENATOR PEARCE moved adoption of CSSJR 5(RLS). Hearing no
objection, the Chairman stated the motion carried.
SENATOR SHARP moved and asked unanimous consent CSSJR 5(RLS) be
approved for calendaring. Hearing no objection, it was so ordered.
CHAIRMAN MILLER brought CSHB 59(RES) (RAFFLE OR AUCTION OF BIG GAME
PERMITS) before the committee. Hearing no discussion, he asked for
