relating to repeal of regulations by the legislature.

"An Act relating to public employers defending and indemnifying
public employees and former public employees with respect to claims
arising out of conduct that is within the scope of employment."

ACTION NARRATIVE

CHAIRMAN MILLER called the Senate Rules Committee meeting to order
at 11:36 a.m.
CHAIRMAN MILLER brought HJR 1 (REPEAL OF REGULATIONS BY
LEGISLATURE) before the committee as the first order of business.
Hearing no discussion, he asked for the pleasure of the committee.
SENATOR PEARCE moved and asked unanimous consent that HJR 1 be
approved for calendaring. SENATOR DUNCAN objected, stating that he
was not objecting to what the resolution attempts to do, but he
believes there should be more discussion before calendaring
constitutional amendments to give a better idea of where a lot of
things are going. He cautioned that bringing it to the floor early
may not meet with success. CHAIRMAN MILLER agreed and said that
there are quite a few constitutional amendments and he does not
anticipate any of them coming to the floor any time soon. SENATOR
DUNCAN then removed his objection. There being no further
objection, CHAIRMAN MILLER stated the motion carried.
CHAIRMAN MILLER brought CSHB 120(FIN) (INDEMNIFICATION OF PUBLIC
EMPLOYEES) before the committee as the final order of business.
The legislation was returned to the Rules Committee from the Senate
floor on May 16, 1995.
SENATOR PEARCE inquired if this legislation also covers board
members. She noted there has been a problem with whether or not
the Department of Law would actually go in and act as attorneys for
board members on some of the state's boards. CHAIRMAN MILLER
stated that the committee would delay calendaring the bill until
that question is answered. He anticipated it would be back before
the committee at its next meeting.
There being no further business to come before the committee, the
meeting was adjourned at 11:39 a.m.
