CHAIRMAN MILLER called the Senate Rules Committee meeting to order
at 11:21 a.m.

The first item on the committee agenda was SB 1 (REVIEW OF
FEDERALLY MANDATED PROGRAMS).
SENATOR SALO said it was her understanding there were fiscal notes
on the legislation that had been zeroed out in the Finance
Committee, and she asked what the rationale was for zeroing them
out. SENATOR SHARP explained that according to testimony in that
committee, most departments are already reviewing programs that
implement federal statutes and mandates. SENATOR SALO commented
that she thought in a department with all different areas like the
Department of Health & Social Services, that it would involve
additional work to the extent where she thinks a fiscal note was
probably reasonable. SENATOR MILLER suggested it would be a good
question to ask of the Finance Committee Co-chairs when the bill is
on the Senate floor.
CHAIRMAN MILLER asked if there was any objection to approving SB 1
for calendaring. Hearing none, it was so ordered.

SENATOR SHARP moved and asked unanimous consent that SB 5 (ELECTION
BALLOTS) be approved for calendaring. Hearing no objection, it was
so ordered.

SENATOR SHARP moved and asked unanimous consent that HCR 11
(SOBRIETY AWARENESS MONTH: MARCH 1995) be approved for calendaring.
Hearing no objection, it was so ordered.
There being no further business to come before the committee, the
