CALL TO ORDER
Senator Rick Halford, Co-chairman, convened the meeting at
approximately 9:05 A.M.
PRESENT
In addition to Co-chairman Halford, co-chairman Frank,
Senators Phillips, Sharp, Rieger and Zharoff were present
when the meeting was convened. Senator Donley arrived
shortly thereafter

SUMMARY INFORMATION
CS FOR SENATE BILL NO. 229(L&C)
"An Act relating to employment contributions, to the
calculation of unemployment insurance benefits, and to the
state training and employment program; and providing for an
effective date."
Dwight Perkins testified on behalf of the bill and said that
this was Alaskans helping Alaskans. Remond Henderson
further testified that this was a pilot project. Senator
Frank moved to amend page 3, lines 29-30 deleting "at any
time during the last three years," and without objection it
was adopted. Senator Zharoff moved CSSB 229(FIN) and
without objection it was reported out with individual
recommendations and fiscal notes C&RA/STEP $1,824.6;
C&RA/Statewide Service Delivery $1,509.0; DLabor/Sec.5
$231.8; DLabor/State Training & Employment Program $3,946.2.
SENATE BILL NO. 287
"An Act relating to the unincorporated community capital
project matching grant program; and providing for an
effective date."
Senator John Torgerson explained amendments he put into a
new CS. The committee adopted this work draft version. Mr.
Lamar Cotten and Mr. Bill Rolfzen explained the procedure
for the change of status for communities. Senator Sharp
moved CSSB 287(FIN) and with the objection of Senator
Zharoff being duly noted and Senator Donley abstaining the
bill was reported out of committee with individual
recommendations and fiscal notes C&RA $42.7.
CS FOR SENATE BILL NO. 275(STA)
"An Act relating to state procurement practices and
procedures; and providing for an effective date."
Dugan Petty explained "Comparison of Substantive Changes
with Existing Statute". Mr. Roger Painter, ASMI testified
in opposition to Sec. 4. Senator Phillips said he would
work with ASMI to prepare a new amendment. Co-chairman
Halford held the bill in committee.
CS FOR HOUSE BILL NO. 466(FIN) am
"An Act establishing the Adak Reuse Authority."
Representative Carl Moses and his staff aide, Tim Benintende
testified on behalf of HB 466. Mr. Christopher Gates, Aleut
Corporation testified against the bill. He said it was not
necessary to establish a new chunk of government. Mr. Lamar
Cotten said an alternative non-profit approach was open-
ended. Co-chairman Halford held the bill in committee.
