CALL TO ORDER
Senator Steve Frank, Co-chairman, convened the meeting at
approximately 8:40 A.M.

CS FOR HOUSE BILL NO. 412(FIN) am(brf pfld)
An Act making appropriations for the operating and loan
program expenses of state government, for certain
programs, and to capitalize funds; making an
appropriation under art. IX, sec. 17(c), Constitution
of the State of Alaska, from the constitutional budget
reserve fund; and providing for an effective date.
CS FOR HOUSE BILL NO. 413(FIN)
An Act making appropriations for the operating and
capital expenses of the state's integrated
comprehensive mental health program; and providing for
an effective date.
Co-chairman Frank briefly reviewed the schedule to take up
amendments. Senator Sharp moved amended intent language,

Tourism regarding Public Lands Information Centers and

Department of Law Budget Subcommittee was reviewed by Sen.
Halford and after a brief question and answer by Barbara
Ritchie, Department of Law, was moved by Sen. Phillips and
with the objections of Senators Zharoff and Donley being
duly noted was adopted. Senator Halford moved SCS CSHB
412(FIN) and SCS CSHB 413(FIN) and with objections being
duly noted they were reported out with individual
recommendations.
Formal minutes of the meeting were not prepared since
pertinent financial information is available in Conference
Committee Reports on the FY 97 operating budget. The
meeting was tape recorded and handwritten log notes were
