  Senator Steve  Frank,  Co-chair,  convened  the  meeting  at                 
  approximately 9:05 A.M.

  In addition  to Co-chairman Frank,  Senators Phillips, Sharp                 
  and Zharoff were present when the meeting was convened.  Co-                 
  chairman Halford and  Rieger arrived soon after  the meeting                 
  began.  Senator Donley was the last arriving senator.

  Mental Health  Trust; teleconference with Steve  Planchon in                 
  Anchorage for Mental  Health Trust;  Commissioner  Joseph L.                 
  Perkins and  Ron Lind,  Director of  Administrative Services                 
  for Department of Transportation and Public Facilities; Mike                 
  Greany, Director, Legislative Finance  Division; Fred Fisher                 
  and  Kathryn  Daughhetee,  fiscal  analysts;  and  aides  to

  "An Act  making appropriations  for the  operating and  loan                 
  program expenses of state  government, for certain programs,                 
  and to  capitalize funds; making  appropriations under  art.                 
  IX, sec. 17(c),  Constitution of the  State of Alaska,  from                 
  the constitutional budget reserve fund; and providing for an
