  Senator Steve  Frank, Co-chairman,  convened the  meeting at                 
  approximately 9:05 a.m.

  In addition  to Co-chairman  Frank, Senators  Donley, Sharp,                 
  and Zharoff were  present.   Senator Randy Phillips  arrived                 
  soon  after  the  meeting  began.   Co-charman  Halford  and                 
  Senator Rieger arrived as it was in progress.

  SENATE BILL NO. 213                                                          
                                                                               
       An Act making appropriations for the operating and                      
       loan  program expenses  of  state government,  for                      
       certain programs, and  to capitalize funds; making                      
       appropriations   under   art.   IX,  sec.   17(c),                      
       Constitution  of the  State  of  Alaska, from  the                      
       constitutional budget reserve fund;  and providing

       An Act making appropriations for the operating and
