  Senator Steve  Frank, Co-chairman,  convened the  meeting at                 
  approximately 9:05 a.m.

  In  addition  to  Co-chairman  Frank,  Senators  Rieger  and                 
  Zharoff were present when the meeting convened.  Co-chairman                 
  Halford and Senators Phillips and  Donley arrived soon after                 
  the meeting began.  Senator Sharp did not attend.

  SENATE BILL NO. 213                                                          
                                                                               
       An Act making appropriations for the operating and                      
       loan  program  expenses of  state  government, for                      
       certain programs, and to capitalize funds;  making                      
       appropriations   under   art.   IX,  sec.   17(c),                      
       Constitution  of the  State  of  Alaska, from  the                      
       constitutional budget reserve fund;  and providing
