"An Act relating to the date by which a borough school board is
required to submit a school budget to the borough assembly and the
date by which the borough assembly is required to appropriate money
from local sources for public schools; and providing for an
effective date."

SCR 13 100TH YEAR OF WOMEN IN STATE LEGISLATURES
CHAIRMAN TORGERSON called the Senate Community & Regional Affairs
Committee meeting to order at 3:00 p.m.
SENATOR TORGERSON brought SCR 13 before the committee and noted
there was a proposed committee substitute, which makes two minor
technical changes, as well as an amendment he was proposing which
would clarify some of the language in the legislation.
SENATOR KELLY moved adoption of CSSCR 13(CRA) and the following
amendment to the committee substitute:

Page 1, lines 8 - 9: Delete "before American women even had the
universal right to vote,"
Page 1, line 9: Following "state legislators" insert ",before
American women even had the universal right to vote"
Page 4, lines 17 - 18: Delete "served diligently and
enthusiastically and have devoted most of their lives to their
communities and to Alaska"
Hearing no objection, SENATOR TORGERSON stated the motion carried.
He then asked for the pleasure of the committee.
SENATOR ZHAROFF moved that CSSCR 13(RES) be moved out of committee
with individual recommendations. Hearing no objection, it was so
ordered.
SB 166 BUDGET DEADLINE FOR BOROUGH SCHOOL BOARD

SENATOR TORGERSON introduced SB 166 as the final order of business.
He explained he introduced the legislation in recognition that
early funding of education is probably something that is not going
to happen. Currently, school districts must have their budgets
completed and submitted to borough assemblies on April 1, and, in
most cases, this is hard to deal with, especially when the level of
funding has not been determined. SB 166 changes the April 1
deadline to May 1 and it also amends the date by which the assembly
must approve the amount of the local contribution by changing that
deadline from May 31 to June 30.

LARRY WIGET, Director of Government Relations, Anchorage School
District, testifying from Anchorage, voiced the district's support
for the changes made in SB 166. He added that while this does not
impact the Anchorage School District at the present time, the bill
would allow budget building for a district or borough assembly to
set their budgets at a time more closely in line with the setting
of state revenues for K - 12 education by the Legislature, thus
giving local governments more options.

for the pleasure of the committee.
SENATOR KELLY moved that SB 166 be passed out of committee with
individual recommendations. Hearing no objection, it was so
ordered.

SENATOR TORGERSON adjourned the meeting at 3:07 p.m.
