 The House Judiciary Standing Committee was called to order at 1:03            
 p.m. on January 23, 1995.  A quorum was present.  Members present             
 at the call to order were Representatives Green, Bunde, Toohey,               
 Finkelstein and Davis.  Representative Vezey was absent.                      
 CHAIRMAN BRIAN PORTER gave a brief introductory explanation                   
 reminding members of the rules mentioned in the House Judiciary               
 Committee letters he had sent out regarding the 24-hour notice for            
 submission of amendments.                                                     
 REPRESENTATIVE BETTYE DAVIS did not recall seeing the letters and             
 requested copies.                                                             
 DIANE ANDERSON, Committee Secretary, offered to make extra copies             
 after the meeting, which Representative Davis said would be fine.             
 REPRESENTATIVE CYNTHIA TOOHEY asked if she should declare a                   
 conflict of interest due to the fact that she is a member of the              
 Select Committee on Legislative Ethics.                                       
 CHAIRMAN PORTER requested that she give her vote, regardless of her           
 membership on the committee.                                                  
 REPRESENTATIVE CON BUNDE asked for clarification on the                       
 pronunciation of Margie MacNeille's name.                                     
 CHAIRMAN PORTER gave the proper pronunciation.                                
 REPRESENTATIVE JOE GREEN made a motion to support the                         
 recommendation of the reappointment of Margie MacNeille and Ed                
 Granger as public members to the Select Committee on Legislative              
 There being no objection, the motion passed.                                  
 REPRESENTATIVE BUNDE hoped this quick passage of motions would set            
 a precedence for all future meetings in the Judiciary Committee.              
 REPRESENTATIVE DAVID FINKELSTEIN thought that it would set a                  
 precedence, as long as only non-controversial bills were scheduled            
 for discussion.                                                               
 REPRESENTATIVE TOOHEY asked whether a meeting could legally begin             
 without a quorum.                                                           
 CHAIRMAN PORTER said it was his understanding that a meeting could            
 start without a quorum; but a quorum was indeed required in order             
 for the committee to take action, such as voting on an amendment or           
 passage of a bill.  He also asked Anne Carpeneti, Committee Aide,             
 to check with Tam Cook of Legislative Legal and review the quorum             
 ANNE CARPENETI, Committee Aide agreed to do so.                               
 REPRESENTATIVE FINKELSTEIN noted the misspelling of Joe Green's               
 name on the reappointment recommendation signature sheet.                     
 CHAIRMAN PORTER asked members if there were any other topics for              
 discussion.  Hearing none, he announced the meeting was adjourned             
 at 1:13 p.m.
