Senators Shower, Wielechowski were absent. The prayer was offered by the Chaplain, Pastor Greg Weinert, Emmanuel Baptist Church. Senator Hoffman moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. Almighty heavenly Father, I praise your name. You are the author of life, and liberty, and hope. On this Presidents' Day we are reminded of and honor the leaders of this great nation. Some, in our human frailty, displayed moral shortcomings and misguided judgement. But all of whom inspired in the people the desire to act upon the higher values of our founding. Put us in mind those principles, that all deserve liberty and justice. I ask that Your Holy Spirit be upon our leaders, in Washington and in Juneau, that they would similarly be inspired to those higher ideals, to learn from our past failings, correct our deficiencies, and inspire unquellable hope for the future. This bill would align State law with revised guidance published by the Centers for Medicare and Medicaid (CMS) on May 18, 2023, regarding Medicaid payments for rehabilitative, mandatory, and optional services furnished to Medicaid-eligible children by school districts. These services are often referred to as school-based services, or SBS. The revised CMS guidance allows for Medicaid to pay for SBS provided in schools to Medicaid-eligible children with or without an individualized education program (IEP). State law currently limits the Department of Health’s ability to pay school districts for school-based services to those provided to an “eligible child with a disability” who requires the services as part of the child’s IEP. This bill would allow payment to school districts for services provided to any Medicaid-eligible child by amending the language that limits the payments to a “child with a disability” and by deleting the IEP requirement. This bill would allow DOH to apply for a Section 1115 waiver under 42 U.S.C. 1315(a) to establish one or more demonstration projects focused on addressing health-related needs and supportive services for Alaskans. The bill defines “health-related needs” to include social or economic conditions that contribute to an individual’s poor health outcomes, such as nutrition and food security, workforce development, transportation, temporary housing, and case management. The goal of the bill is to expand Medicaid payment eligibility in a manner that creates a bridge to independence for Alaskans in need by authorizing time-limited support services, preventing negative health outcomes, and avoiding unnecessary health care costs, thereby building the care economy in Alaska.
