In the deepest respect of the religious beliefs of all Alaskans, I ask you to pause with me in this prayer: Father in Heaven, before the earth was created or the seas were formed, you were God. You created us in your image and desired a personal relationship with us. We now enter into your throne of mercy to ask for your guidance and wisdom for today. Today is a day that has never been faced before by any Alaskan, and today's opportunities and challenges have never been presented to any other people. You are the God of today, so we humbly ask for your help today. Please be with every Alaskan facing hardships today, and grant those who govern our state with the prudence to guide our next generation. 2024-02-20 House Journal Page 1542 We are so grateful for the opportunity to serve on the behalf of every Alaskan. May you be honored with our decisions, for it is in the matchless name of Jesus Christ we pray. Amen. The Pledge of Allegiance was led by Representative Saddler. The high cost of these economic sectors hinders growth, entrepreneurism, and hiring in Alaska. Alaska's cost of living is among the highest in the nation. This bill incentivizes the private sector to make strategic investments in the economic infrastructure necessary to attract a strong workforce, encourage entrepreneurism, and build a stronger Alaska. I urge your prompt and favorable consideration of this legislation. Sincerely, /s/ Mike Dunleavy Governor" HB 334 HOUSE BILL NO. 334 by Representative Eastman, entitled: 2024-02-20 House Journal Page 1548 "An Act relating to the testing, labeling, and administration of donated blood; relating to blood donation disclosures; relating to the duties of the Department of Health; and providing for an effective date." was read the first time and referred to the Health & Social Services Committee. The following fiscal note(s) apply: 1. Zero, Dept. of Education & Early Development 2. Zero, Dept. of Health 3. Zero, Dept. of Health The Governor's transmittal letter dated February 16 follows: "Dear Speaker Tilton: Under the authority of Article III, Section 18 of the Alaska Constitution, I am transmitting a bill relating to elimination of the individualized education program requirement for certain services furnished to Medicaid-eligible children by school districts. This bill would align State law with revised guidance published by the Centers for Medicare and Medicaid (CMS) on May 18, 2023, regarding Medicaid payments for rehabilitative, mandatory, and optional services furnished to Medicaid-eligible children by school districts. These services are often referred to as school-based services, or SBS. The revised CMS guidance allows for Medicaid to pay for SBS provided in schools to Medicaid-eligible children with or without an individualized education program (IEP). State law currently limits the Department of Health's ability to pay school districts for school-based services to those provided to an "eligible child with a disability" who requires the services as part of the child's IEP. This bill would allow payment to school districts for services provided to any Medicaid-eligible child by amending the 2024-02-20 House Journal Page 1551 language that limits the payments to a "child with a disability" and by deleting the IEP requirement. I urge your prompt and favorable action on this measure. Sincerely, /s/ Mike Dunleavy Governor" HB 344 HOUSE BILL NO. 344 by the House Rules Committee by request of the Governor, entitled: "An Act relating to medical assistance demonstration projects established by the Department of Health." was read the first time and referred to the Health & Social Services Committee. The following fiscal note(s) apply: 1. Zero, Dept. of Health The Governor's transmittal letter dated February 16 follows: "Dear Speaker Tilton: Under the authority of Article III, Section 18 of the Alaska Constitution, I am transmitting a bill relating to medical assistance demonstration projects established by the Department of Health (DOH). This bill would allow DOH to apply for a Section 1115 waiver under 42 U.S.C. 1315(a) to establish one or more demonstration projects focused on addressing health-related needs and supportive services for Alaskans. The bill defines "health-related needs" to include social or economic conditions that contribute to an individual's poor health outcomes, such as nutrition and food security, workforce development, transportation, temporary housing, and case management. The goal of 2024-02-20 House Journal Page 1552 the bill is to expand Medicaid payment eligibility in a manner that creates a bridge to independence for Alaskans in need by authorizing time-limited support services, preventing negative health outcomes, and avoiding unnecessary health care costs, thereby building the care economy in Alaska. I urge your prompt and favorable action on this measure. Sincerely, /s/ Mike Dunleavy Governor" HB 345 HOUSE BILL NO. 345 by Representative Story, entitled: "An Act relating to safety ladders at municipal harbor facilities; relating to the harbor facility grant fund; and providing for an effective date." was read the first time and referred to the Community & Regional Affairs Committee.
