Full Journal pdf2021-10-16 House Journal Page 1569 HOUSE JOURNAL ALASKA STATE LEGISLATURE THIRTY-SECOND LEGISLATURE FOURTH SPECIAL SESSION Juneau, Alaska Saturday October 16, 2021 Thirteenth Day The House was called to order by Speaker pro tempore Claman at 11:00 a.m. The following members were present for the technical session: Representatives Claman, Eastman, and Hannan. MESSAGES FROM THE GOVERNOR The following letter dated October 13 was received: "Dear President Micciche and Speaker Stutes: Based on the Division of Homeland Security and Emergency Management's (DHS&EM) continuing programmatic work with disaster applicants and Federal Emergency Management Agency (FEMA), project adjustments will require additional authority for the 2012 September Storm Disaster (DR4094). In these cases, the Public Assistance Program project was written and approved by FEMA after the state disaster finance plans had been submitted to legislative leadership. Therefore, these project costs exceeded the initial estimates established in the original finance plans. 1. The 2012 September Storm Disaster (DR-4094-AK) requires an increase of federal authority in the amount of $1,000,000. The reason for this change is due to the increased estimate of Petersville Road with the Department of Transportation (Project Worksheet 83) and the pending increase for direct administrative project worksheets to be approved at the end of the disaster for reimbursement. 2021-10-16 House Journal Page 1570 Please find enclosed an amended finance plan for this disaster. Pursuant to AS 26.23.020(k)(1), I am requesting your concurrence that a special session should not be convened to approve the disaster finance plans. A draft concurrence letter for the disasters is also enclosed. UNFINISHED BUSINESS HB 4007 Representative Kurka added as a cosponsor to: HOUSE BILL NO. 4007 "An Act relating to the earnings of the Alaska permanent fund and the earnings reserve account; relating to the mental health trust fund; and providing for an effective date." ANNOUNCEMENTS Uniform Rule 23(d) is in effect. House committee schedules are published under separate cover. ADJOURNMENT Representative Hannan, Acting Majority Leader, moved and asked unanimous consent that the House adjourn until 2:00 p.m., October 20.
