The invocation was offered by the Chaplain, Representative Drummond. Representative Thompson moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. With the greatest respect for the diversity of beliefs of all the Alaskans we represent, I offer the following prayer: Today is Orthodox Easter Sunday. Millions of Orthodox Christians around the world today are celebrating the resurrection of Christ. Greek Orthodox are greeting each other with "???st?? ???st?," or "Christ is Risen" and responding with "?????? ???st?," or "Truly He is Risen." In our Greek Orthodox church in Anchorage, the Lord's Prayer is recited in the many languages which are represented in the ethnicities of our parish, from English and Greek to Ukrainian, Romanian, Armenian, Arabic, and even French. CERTIFICATION OF THE JOURNAL Representative Tuck moved and asked unanimous consent that the journal for the 103rd legislative day be approved as certified by the Chief Clerk. There being no objection, it was so ordered. CONSIDERATION OF THE DAILY CALENDAR THIRD READING OF HOUSE BILLS HB 71 The Speaker stated that the following, which was not taken up on the May 1 calendar (page 842), would be moved to the bottom of the calendar: CS FOR HOUSE BILL NO. 71(FIN) "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health 2021-05-02 House Journal Page 0849 program; making supplemental appropriations; and providing for an effective date." HOUSE BILLS IN THIRD READING HB 69 The following, which was in third reading from the May 1 calendar (page 841), was before the House: CS FOR HOUSE BILL NO. 69(FIN) AM "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; amending appropriations; making capital appropriations, supplemental appropriations, and reappropriations; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." Representative Tilton moved and asked unanimous consent that CSHB 69(FIN) am be returned to second reading to hear the submitted amendments. There was objection. Representative Eastman rose to a point of order regarding the opportunity to debate the motion. The Speaker, citing section 82.1 of Mason's Manual, ruled that the motion was not debatable. Representative Eastman appealed the ruling of the Chair. The question being: "Shall the ruling of the Chair be sustained?" Representative McKay rose to a point of order, citing Uniform Rule 39, regarding the hearing of all amendments. The Speaker stated that the rule was not applicable as the bill before the body is in third reading.
