Full Journal pdf2020-01-24 Senate Journal Page 1555 SENATE JOURNAL ALASKA STATE LEGISLATURE THIRTY-FIRST LEGISLATURE SECOND SESSION Juneau, Alaska Friday January 24, 2020 Fourth Day Joint Session in the House Pursuant to Uniform Rule 51 and an announcement by the presiding officers of an agreement to meet in Joint Session, Speaker Edgmon called the House to order at 10:46 a.m. and turned the gavel over to President Giessel at 11:11 a.m. The purpose of the Joint Session was to consider the Governor's vetoes to SENATE CS FOR CS FOR HOUSE BILL NO. 2001(FIN) am S "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; making supplemental appropriations, reappropriations, and other appropriations; making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." The roll of the Senate was called and showed nineteen members present. Senator Wilson was excused. The roll of the House was taken and showed thirty-eight members present. Representative Gillis was excused. Representative Carpenter was absent. Senator Micciche moved to divide the question. Senator Stevens objected. Senator Micciche moved to withdraw his previous motion. Without objection, the motion was withdrawn. Senator Micciche moved to divide the question as follows: Part I: Page 7, lines 26 - 27 (Marine Highway System/Marine Vessel Operations) Part II: Page 19, lines 13 - 16 and lines 25 - 27 (State Aid for Costs of School Construction) and (Regional Education Attendance Area/Small Municipal School District School Fund) Objections were heard. The motion to override the Governor's vetoes was before the Joint Session. Senator Reinbold called the Joint Session. Representative Kopp rose to a point of order citing Mason’s Manual Section 156(9) and Section 180. President Giessel ruled the call out of order citing Mason’s Manual Section 156 and Section 180. Senator Reinbold lifted the call. Senator Shower rose to a point of order. Representative Jackson rose to a point of order. President Giessel cautioned members to proceed in order. Senator Hoffman moved and asked unanimous consent the Joint Session stand in adjournment. Without objection, President Giessel adjourned the Joint Session at 1:53 p.m. After Recess In the Senate Pursuant to adjournment the Senate was called to order by President Giessel at 2:47 p.m. The roll showed nineteen members present. Senator Wilson was excused from a call of the Senate. The prayer was offered by the Chaplain, Pastor Tom Matthews, Douglas Island Bible Church. Senator Coghill moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. Dear Lord: Thanks for giving me the opportunity to once again lift this body of Senators before you. I pray that this would be a fruitful and productive day for each person here. Help them to feel a satisfaction in knowing they are truly making a difference for Alaska. Help them to mold our state in a positive way for tomorrow’s Alaskans to enjoy. I pray for help and strength for the family members that are keeping the home fires burning. For the spouses of those who will have to adjust to not having their family member home for a while. I lift up the children who had to say goodbye to their 2020-01-24 Senate Journal Page 1560 parent for a while. Comfort and keep them in your care. Thank you for this age of digital communication that can really help to keep those lines of communication open. But I also want to do more than just ask for things. I also want to thank you for what this great state provides. It’s riches and resources are the envy of many of the other states that make up our country. We have beauty that others only dream of. Recreational possibilities beyond belief. And Lord, as I look at this body, I see one other resource you have given us. The resource of quality professional people in the leadership of our state, that we can trust to take us forward. Thank you for all of these blessings in our lives.
