Senators Hughes, Kiehl, Giessel were present for the technical session. Senators Begich, Hoffman, Kawasaki, Micciche were excused from a call of the Senate. Messages from the Governor SCR 5 Message dated July 30 was read stating the Governor read the following resolution and transmitted the engrossed and enrolled copies to the Lieutenant Governor’s Office for permanent filing: SENATE CONCURRENT RESOLUTION NO. 5 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, concerning House Bill No. 14, relating to assault in the first degree; relating to harassment; relating to sex offenses; relating to the definition of "dangerous instrument"; providing for an aggravating factor at sentencing for strangulation that results in unconsciousness; relating to the duties of the prosecuting attorney; and relating to victim notifications. Legislative Resolve No. 2 2019-07-31 Senate Journal Page 1428 SCR 6 Message dated July 30 was read stating the Governor read the following resolution and transmitted the engrossed and enrolled copies to the Lieutenant Governor’s Office for permanent filing: SENATE CONCURRENT RESOLUTION NO. 6 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, concerning House Bill No. 78, relating to insurance; relating to an insurer's corporate annual disclosure; and relating to insurance company holding systems. Legislative Resolve No. 6 Engrossment HB 2001 SENATE CS FOR CS FOR HOUSE BILL NO. 2001(FIN) am S "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; making supplemental appropriations, reappropriations, and other appropriations; making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date" which passed the Senate July 29 (page 1421) with engrossment waived, was engrossed and returned to the House on July 30. Enrollment SB 2002 CS FOR SENATE BILL NO. 2002(FIN) "An Act making appropriations, including capital appropriations, supplemental appropriations, reappropriations, and other appropriations; amending appropriations; making appropriations to capitalize funds; making appropriations for the capital expenses of the state's integrated comprehensive mental health program; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date" 2019-07-31 Senate Journal Page 1429 was enrolled, signed by the President and Secretary, Speaker and Chief Clerk and the engrossed and enrolled copies transmitted to the Office of the Governor at 11:20 a.m., July 31, 2019. Memorandum from the Division of Legal and Research Services, Legislative Affairs Agency, reporting the following manifest errors in CS FOR SENATE BILL NO. 2002(FIN), which have been corrected in enrolling: Page 19, line 19: Delete "$9,286,780" Insert "$9,252,203" Page 21, lines 8 - 12: Delete all material. Renumber the following paragraphs accordingly. The appropriation made in sec. 16(a)(16) of this Act, page 21, lines 8 - 12, is a duplicate reappropriation of the appropriation made in sec. 13 of this Act. Due to a drafting error, the appropriation was not removed when sec. 13 was added to the bill. We have removed sec. 16(a)(16), consistent with legislative intent. The estimated total of the appropriations made in sec. 16(a) has been adjusted accordingly. Announcements Rule 23(d) of the Alaska State Legislature Uniform Rules is currently in effect. Announcements are at the end of the journal. Adjournment Senator Kiehl, Acting Majority Leader, moved and asked unanimous consent the Senate stand in adjournment until 2:00 p.m., August 6, 2019.
