Senators Gray-Jackson, Micciche, Wielechowski were excused from a call of the Senate. The prayer was offered by the Chaplain, Senator Coghill. Senator Hoffman moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. Almighty God, my heavenly Father, Thank you for the land we live in and the people we get to serve. We each bring a perspective of our duty and calling to this chamber to blend it the best we know how to serve this whole state. We often feel short on wisdom and answers as we work toward doing our part in leading in this policy world. We look to you for guidance, for help and for understanding to better serve our people. I read in your word “…the wisdom that is from above is first pure, then peaceable, gentle, and easy to be intreated, full of mercy and good fruits, without partiality, and without hypocrisy.” Grant us your help today, please. Senator Kiehl led the Senate in the Pledge of Allegiance. 2019-07-28 Senate Journal Page 1412 Certification Senator Hoffman moved and asked unanimous consent the journal for the twentieth legislative day of the second special session be approved as certified by the Secretary. Without objection, it was so ordered. Standing Committee Reports HB 2001 The Finance Committee considered CS FOR HOUSE BILL NO. 2001(FIN) am "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; making supplemental appropriations, reappropriations, and other appropriations; making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date" and recommended it be replaced with SENATE CS FOR CS FOR HOUSE BILL NO. 2001(FIN) Signing amend: Senators Stedman, von Imhof, Cochairs; Senators Wilson, Bishop. Signing do pass: Senator Hoffman. Signing no recommendation: Senators Micciche, Shower. The bill is on today's calendar. Consideration of the Calendar Second Reading of House Bills HB 2001 CS FOR HOUSE BILL NO. 2001(FIN) am "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; making supplemental appropriations, reappropriations, and other appropriations; making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date" was read the second time. 2019-07-28 Senate Journal Page 1413 Senator Stedman, Cochair, moved and asked unanimous consent for the adoption of the Finance Senate Committee Substitute offered today. Senator Begich objected, then withdrew his objection. There being no further objection, SENATE CS FOR CS FOR HOUSE BILL NO. 2001(FIN) was adopted. President Giessel stated SENATE CS FOR CS FOR HOUSE BILL NO. 2001(FIN) will advance to third reading on the July 29 calendar. Unfinished Business Senator Reinbold moved and asked unanimous consent to be excused from a call of the Senate from August 2 through August 5. Without objection, Senator Reinbold was excused. Announcements Rule 23(d) of the Alaska State Legislature Uniform Rules is currently in effect. Announcements are at the end of the journal. Adjournment Senator Hoffman moved and asked unanimous consent the Senate stand in adjournment until 11:00 a.m., July 29, 2019.
