The prayer was offered by the Chaplain, Senator Coghill. Senator Hoffman moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. Almighty God my heavenly Father, thank you for this wonderful day you have made. As we continue to work toward concluding this special session we request your guidance and intervention for us in reaching agreements within the governing bodies that we have the honor working in on behalf of all Alaskans. For those who serve our people in public safety and armed services we give thanks and lift them up in our prayer for your protection. For our families, we offer our petition for grace from you in their times of need. For those among us hurting for whatever reason we ask for your helping hand. Without objection, it was so ordered. Messages from the House HB 39 Message dated June 9 was read stating the House adopted the report of the Conference Committee with limited powers of free conference considering SENATE CS FOR CS FOR SPONSOR SUBSTITUTE FOR HOUSE BILL NO. 39(FIN) am S and CS FOR SPONSOR SUBSTITUTE FOR HOUSE BILL NO. 39(FIN) am(brf sup maj fld) thus adopting: CONFERENCE CS FOR SPONSOR SUBSTITUTE FOR HOUSE BILL NO. 39 "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; amending appropriations; making supplemental appropriations and reappropriations; and providing for an effective date." Unfinished Business SB 1002 Senator Coghill brought up the motion pending before the Senate to rescind its previous action on SENATE BILL NO. 1002 am(fld S) "An Act making a special appropriation for the payment of permanent fund dividends; and providing for an effective date" (page 1289). The question being: "Shall the Senate rescind its previous action?" The roll was taken with the following result: SB 1002 am(fld S) Shall the Senate Rescind its Previous Action? The question being: "Shall the Senate adopt the Conference Committee Report?" The roll was taken with the following result: CCS SSHB 39 Shall the Senate Adopt the Conference Committee Report? The Secretary was requested to notify the House. Recess Senator Coghill moved and asked unanimous consent the Senate stand in recess to a call of the Chair. Without objection, the Senate recessed at 11:47 a.m. After Recess The Senate reconvened at 2:35 p.m. Unfinished Business (continued) HCR 101 Senator Costello moved and asked unanimous consent to take up HOUSE CONCURRENT RESOLUTION NO. 101 Relating to the earnings of the Alaska permanent fund and establishing a bicameral legislative working group on the use of earnings of the Alaska permanent fund, which had been held on the Secretary's desk. Without objection, the resolution was before the Senate on final passage. 2019-06-10 Senate Journal Page 1311 Senator Costello offered Amendment No. 1 : Page 1, line 1, following "fund": Insert "and the amount of the permanent fund dividend" Page 2, following line 12: Insert new material to read: "FURTHER RESOLVED that the permanent fund dividend shall be distributed to residents in the amount calculated under AS 43.23.025 until the working group makes recommendations on the future use of the earnings of the Alaska permanent fund and those recommendations are passed by the Alaska State Legislature and signed into law by the governor; and be it" Senator Costello moved for the adoption of Amendment No. 1. Objections were heard. Senator Reinbold moved and asked unanimous consent to be added as a cosponsor on Amendment No. 1. Without objection, it was so ordered. The question being: "Shall Amendment No. 1 be adopted?" The roll was taken with the following result: HCR 101 Final Passage Amendment No. 1? Senator Coghill rose to a point of order. The roll was taken with the following result: HCR 101 Final Passage YEAS: 11 NAYS: 9 EXCUSED: 0 ABSENT: 0 Yeas: Stedman, Stevens, von Imhof, Begich, Birch, Bishop, Coghill, Hoffman, Kiehl, Olson, Giessel Nays: Wielechowski, Wilson, Costello, Gray-Jackson, Hughes, Kawasaki, Micciche, Reinbold, Shower and so, HOUSE CONCURRENT RESOLUTION NO. 101 passed the Senate, was signed by the President and Secretary and returned to the House. President Giessel made the following appointments: Bicameral Permanent Fund Working Group Senator Bishop, Cochair Senator Hughes Senator Olson Senator Stedman Senator Gray-Jackson moved and asked unanimous consent to amend a prior excusal (page 1211) in order to be excused from a call of the Senate from afternoon plane time, June 10. Without objection, Senator Gray-Jackson was excused. Senator Begich moved and asked unanimous consent to be excused from a call of the Senate from morning plane time, June 15 through evening plane time, June 21. Engrossment SB 1002 SENATE BILL NO. 1002 am(fld S) "An Act making a special appropriation for the payment of permanent fund dividends; and providing for an effective date" which failed (page 1282), was engrossed and referred to the Secretary for permanent filing. Adjournment Senator Costello moved and asked unanimous consent the Senate stand in adjournment until 11:00 a.m., June 11, 2019.
