Senators Begich, Shower were excused from a call of the Senate. The prayer was offered by the Chaplain, Senator Coghill. Senator Hoffman moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. Almighty God - who graciously gives each of us our breath and life - who knows us all – cares for us all and willing to lead those who trust in You. Help us today do the best we can for the people of Alaska. We are happy that we have so much to work with in wealth and resources, but we come today with hard choices within the priorities of this governance, so much that we do impacts every Alaskan in many ways, so help us be wise and prudent with the management of the resources we have been given the responsibility to care for. As the emotions run intense and our spirit is impacted help us return kindness to any that express anger and help us care for our people and each other through the debate that is honestly held on each part. I pray for your help and guidance for us in our work today and I thank you for listening to our prayer, through Jesus Christ the Lord – My Savior. Certification Senator Costello moved and asked unanimous consent the journal for the nineteenth legislative day of the first special session be approved as certified by the Secretary. Without objection, it was so ordered. Consideration of the Calendar Second Reading of Senate Bills SB 1002 SENATE BILL NO. 1002 "An Act making special appropriations for the payment of permanent fund dividends; and providing for an effective date" was read the second time. Senators Hughes, Costello, Wilson, Wielechowski, Shower, Micciche, Reinbold offered Amendment No. 1 : Page 1, line 1: Delete "special appropriations" Insert "a special appropriation" Page 1, lines 4 - 12: Delete all material and insert: "* Section 1. ALASKA PERMANENT FUND. The amount authorized under AS 37.13.145(b) for transfer by the Alaska Permanent Fund Corporation on June 30, 2019, estimated to be $1,944,000,000, is appropriated from the earnings reserve account (AS 37.13.145) to the dividend fund (AS 43.23.045(a)) for the payment of permanent fund dividends and for administrative and associated costs for the fiscal year ending June 30, 2020." Senator Hughes moved for the adoption of Amendment No. 1. Senator von Imhof objected. Senator Stedman rose to a point of order. Senator Birch moved for the adoption of Amendment No. 2. Senator von Imhof objected. The question being: "Shall Amendment No. 2 be adopted?" Senator Costello moved and asked unanimous consent the bill be considered engrossed, advanced to third reading and placed on final passage. Without objection, it was so ordered. SENATE BILL NO. 1002 am was read the third time. The question being: "Shall SENATE BILL NO. 1002 am "An Act making a special appropriation for the payment of permanent fund dividends; and providing for an effective date" pass the Senate?" The roll was taken with the following result: SB 1002 am Third Reading - Final Passage YEAS: 10 NAYS: 8 EXCUSED: 2 ABSENT: 0 Yeas: Wielechowski, Wilson, Costello, Gray-Jackson, Hoffman, Hughes, Kawasaki, Micciche, Olson, Reinbold Nays: Birch, Bishop, Coghill, Kiehl, Stedman, Stevens, von Imhof, Giessel Excused: Begich, Shower and so, SENATE BILL NO. 1002 am failed.
