The prayer was offered by the Chaplain, Colonel Rick Koch, Alaska Army National Guard. Senator Hoffman moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. Gracious and almighty God, I invite your Spirit of love and wisdom to be with the Alaska State Senate session today as each member considers their conscience and the leadership required to guide our state toward a promising future. We’re forever grateful that You, Lord, are the author of freedom and allow us all the opportunities to participate in a representative form of government designed to respect and uphold the values of human dignity and liberty. Allow us this day, the leaders in this chamber and the citizens of this state, to work toward the high goals of unlocking positive outcomes in concert with Your will for our lives. I pray for each person here and give thanks for their willingness to serve. Certification Senator Costello moved and asked unanimous consent the journals for the sixty-third and sixty-fourth legislative days be approved as certified by the Secretary. Messages from the Governor SJR 7 Message dated March 18 was read stating the Governor read the following resolution and transmitted the engrossed and enrolled copies to the Lieutenant Governor’s Office for permanent filing: HOUSE CS FOR SENATE JOINT RESOLUTION NO. 7(RES) Requesting that the United States Department of the Interior Bureau of Land Management implement an oil and gas leasing program in the coastal plain of the Arctic National Wildlife Refuge. Legislative Resolve No. 1 Letter dated March 18 was read stating in accordance with art. III, secs. 26 and 27 of the Alaska Constitution and AS 39.05.080, I submitted a list of appointees for confirmation.
