Senator Shower was absent. The prayer was offered by the Chaplain, The Reverend Gordon Blue, Church of the Holy Trinity. Senator Hoffman moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. Make this a day acceptable to You, and let our cry come to You. Guide this body of your people, the Alaska Senate, lead them into right pathways. Kindle their light, to break forth like the dawn, and the healing of our State shall spring up quickly. Lord, may the light of this healing rise in the darkness, and lift the gloom of the people to the hope of the noonday. Send out your guidance continually, and satisfy the needs of trust in parched places. Make the bones of our affections strong; and make us like a watered garden, like a spring of water, whose waters never fail. Renew the wisdom of the ancestors so they shall raise up the foundations of many generations; let them be called the repairers of the breach, and the restorers of streets to live in. Amen. Senator Reinbold led the Senate in the Pledge of Allegiance. 2019-02-11 Senate Journal Page 0246 Certification Senator Costello moved and asked unanimous consent the journals for the twenty-fifth through twenty-seventh legislative days be approved as certified by the Secretary. Without objection, it was so ordered. SB 32 In accordance with Uniform Rule 48(d), Senator Hughes, Chair, moved and asked unanimous consent SENATE BILL NO. 32 "An Act relating to criminal law and procedure; relating to controlled substances; relating to probation; relating to sentencing; relating to reports of involuntary commitment; amending Rule 6, Alaska Rules of Criminal Procedure; and providing for an effective date" be discharged 2019-02-11 Senate Journal Page 0247 from the Judiciary Committee. Senator Begich objected, then withdrew his objection. There being no further objection, the bill was discharged from the Judiciary Committee. President Giessel added a State Affairs Committee referral to the bill. The bill was referred to the State Affairs, then Finance Committees. SB 34 President Giessel added a Judiciary Committee referral to SENATE BILL NO. 34 "An Act relating to probation; relating to a program allowing probationers to earn credits for complying with the conditions of probation; relating to early termination of probation; relating to parole; relating to a program allowing parolees to earn credits for complying with the conditions of parole; relating to early termination of parole; relating to eligibility for discretionary parole; relating to good time; and providing for an effective date." The bill was referred to the State Affairs, Judiciary and Finance Committees. Introduction and Reference of Senate Bills SB 48 SENATE BILL NO. 48 BY SENATOR BEGICH, entitled: "An Act relating to the goal of obtaining 50 percent of the energy used by the state and state-funded facilities from clean energy sources by 2025." was read the first time and referred to the Community and Regional Affairs and Resources Committees. SB 50 SENATE BILL NO. 50 BY SENATOR BISHOP, entitled: "An Act imposing an annual educational facilities maintenance and construction tax on net earnings from self-employment and wages; relating to the administration and enforcement of the educational facilities maintenance and construction tax; and providing for an effective date." was read the first time and referred to the Labor and Commerce and Finance Committees.
